Okay so I know that the Stormraven has no firing points, but, I was wondering if I put Blood Lance on a libby dread if it could use it while still 'hanging' from the rear of the stormraven since it is not technically inside the stormraven.

Using the same argument I could then shoot your Dreadnought whilst it's in the Stormraven, so in short, no.

The dread is Embarked on the stormraven, and with 0 Fire points, no-one that is embarked is allowed to shoot out of it.

I understand that much. I just thought it was worth asking because he's not inside the stormraven but I suppose he's still technically embarked.
