One commissar wouldn't be that effective, except when its a Lord commissar. Other then that, Lotet said it all.

Yup, as many as you have points for. Well, up to 32. 5 per platoon, 2 Lord Commissars, given standard FoC

up to two lord commissars due to the FOC. as far as normal commissars, you are only limited to the infantry squads and platoon command squads you field.

Watchmaster? Are you sure you're looking at the right IG codex?

Each infantry squad or command squad in a platoon can have a commissar added to it for 35 points. He doesn't replace anyone.

There is no such thing as a "watchmaster" in 40k. That aside, the difference will be listed in the codex, specifically stating whether the model is a replacement of something the unit had before, or an addition. For example, heavy weapon teams replace 2 guardsmen from the unit they are in, and the veteran SCs Bastionne and Harker replace the existing sergeant in the unit. Commissars are additions, so you simply put them into the unit without taking anything away.

The Krieg army list begs to differ with you.

"Watchmaster" is what their sergeants are called.

Actually, there is. Watchmasters are what Krieg call their Sergeants.

If you're looking at the Krieg codex, then you should probably get a regular IG codex to start with. Commissars are in addition to the Watchmasters (i.e. sergants).

Yes, they need black coats. Or black clothing. Its part of their uniforms, because Commissars are separate from the regiment.

They don't have to have anything, but black is traditional.

Good luck finding people to play against FW stuff though.

I'm just curious why this question comes up at all considering there's absolutely no evidence that you could only have one commissar.

You underestminate the number of people out there who play for fun. I play in Harrisburg, PA and my forgeworld list was a welcome addition to what was a stagnating scene. Everyone likes it, and I am also using an off-variant Techmarine-themed list from Black Templar.

Forgeworld isn't ALL bad.

I've already spoke to my friend about me using Kreig and he said its fine , so did all my friends , we're very laid back when it comes to playing and we dont really play any other people unless its a 2v2 game.
