Guard Heavy Weapon Crewman

Hey fellow gamers I have a question to put forth. I am in the process of creating a local gaming club and setting up a website as well as the beginnings of a set of house rules for 40k. My question is how would you work out Custom models such as characters and equipment? We have already decided no character or piece of equipment can be better then anything already in the 40K universe, and that only weapons used by the army in question can be fielded. So please tell me your opinions about custom models and Ideas for working out points and such.
Here is an example of what we are thinking about doing but still not sure how to work out the points.

There used to be a book called Chapter Approved back in 3rd and even 4th edition. GW made a total of 3-4 of them I don't remember exactly, anyway, in one of the books it gave comprehensive rules for making up your own vehicles and monstrous creatures.
Since the rules, I think, would still work in 5th especially since your doing your own house gaming I would consider picking up a copy of that particular Chapter Approved book (I'm sorry I don't remember which one, just Google it and you'll find out). Then go on Ebay and pick it up. I think it would help your club alot.
As for other house rules, making up units can be very difficult especially because people do tend to get carried away very quickly. If your the leader of the club I would suggest you not making any units yourself, but being the judge on other peoples units as to whether they are to powerful, underpowered, etc.
Good luck with your ideas I think they sound cool!

I agree with Sanguinis on this one, its very difficult to balance the costs and power of a custom model, you should also look into how different models special rules in that army will interact with the custom models to be sure someones not trying to slip a nasty combo by, for example giving them an extra USR, that interacts in a way that is much more powerful in a specific combination in the army. Most people will probably just have trouble getting the point costs right, the armor facings properly setup, and the weapon options right.

The easiest way is for people to approve opponents' characters. You give them a ruleset and proposed points cost, they get to decide the points level. If they think it's massively overpowered, it's 10,000 points, so you'll never use it! If they think it's fair and fluffy, your character may be 175 points and you can play him.
But remember, you get to sign off on theirs, too!
Don't go making broken heroes, no Tau Assault Terminators or Ork Broadsides, then everyone's happy.

Old Vehicle design rules(VDR) in simple point-click+drag-down menu interface format.
Your vehicle will be extremely expensive via these rules however as they were made under the 3rd edition points system.
Another option is to pull up the Data sheet for the IG superheavies on the Apoc expansion on GWs website: http://www.games-workshop.com/gws/content/article.jsp?categoryId=cat440317a&aId=3400020 (about half way down the page); take the Shadowswod sheet/cost, and apply that cost to your tank(Armament is similar, AC instead of T-L Heavy bolters, and no Lascannon on the sponsons is the only real difference, also 1 less structure point and 2 less Rear Armor, so maybe subtract a full 100 points)
Generally speaking anything you want to make(under your pre-existing guidelines) should be fine(as your group has already green-lit the whole deal); for points cost take the base cost of a pre-existing analog and alter the weapons as you see fit, if you add stronger weapons look at adjusting the points upwards; if you add reduced weapons, but on additional turrets/ with a higher radius fire-arc, kepp the cost the same. the second link I gave you has all sports of wonderful pre-existing special vehicles; weapon swaps should keep the points the same.
