So my arch nemesis at my FLGS plays IG. It seems like he's light on troops heavy on tanks. Reading my IG codex, I see that he has compulsory 2 troop choices totaling 2 platoon command squads and 4 infantry squads minimum. That's a total of 47 guardsmen, 4 sergeants, 2 platoon commanders and an HQ choice. That's 54 models. No chance he's doing this. I feel like I must be misinterpreting the codex. What's going on?

He could be fielding veterans. two ten man squads, usually holed up inside a chimera with a plethora of special weapons. If he is actually running platoons he better have at least 50 guardsmen on the table.
an easy way to differentiate is, are they bs 3 or 4. hint: the 4's are veterans ;-)

He could also be fielding Penal Legionaires; 10 guys/squad, no transport option, BS3 and random special rules/squad/game. Further alternately; if your FLGS allows IA lists, he could be fielding an Armored Co. List; which would be almost exactly as you describe, but he would not have to have any infantry and leman russ tanks are troops(And HQs, and Elites) rules found on the bottom 1/2 of this page: http://www.forgeworld.co.uk/Downloads/Product/PDF/i/IA1update28AUG.pdf

Wait a sec. I thought we all had to have an HQ and 2 troops. As I read it on page 96 of the IG codex that their troop choice must include at least 1 command sq, 2 inf sq, and MAYBE others like heavy or special weapon sq.
The others (penal legionaries and vets) can be taken as independent troop choices? That means that, for example: an HQ plus 2 Veteren squads fulfills the FOC requirements? That'd be the size of his army then like 21 models and tank spam. That's legal then?

Yep, that's legal. 1 HQ (CCS, Psyker, Commissar lord, whatever). + 2 Veterans (10 man). 2xTROOPS. = 21 models and legal. Guard "TROOPS" choices are on 4 pages. Pages 96-97 details what must and can go into the platoons TROOP choices. 1 of these TROOPS FOC slots can be made up from 3 (minimum) to 20 (maximum - counting transports as additionals) units. P98-99 are the OTHER TROOPS choices where 1 unit is ONE FOC slot. Veterans and Penal legion are on these pages. These ones DO NOT require platoons.

@doktor_g - If he is using the special troops choices then he does not use the platoon layout, in addition he could be playing an Imperial Armour list like Elysian D-99 or the Armoured Company, in which the codex is the book itself not the C: IG.
So long as the requirement is met for one HQ and two Troop choices then the list is legal, granted this may not be the most fluffy option but the list is fully playable.
The squad you are thinking of is the infantry platoon. A veteran squad numbers only ten models, may be fielded independently, and may take a chimera, the CCS, on the other hand can take four meltas and hop into a chimera as well.

I'm finally confident that I get it!! So one Platoon Command Squad and two Infantry Squads actually equals only one troop selection. There I was thinking others must have misinterpreted the codex to field armies of just veterans.
I've already designed an infantry heavy army using Infantry Squads, but I wish that one squad could take two heavy weapons and the other squad take two special weapons. That way you'd have an assault group and fire support. It's the same models on the table! You'd also have a slight advantage for FRFSRF and Bring it Down.
I wonder how many players would let me get away with that? It could be covered in the fluff as the company commanders tactics!
