DE are an interesting army to play. In my opinion they require some experience to do really well with them. You either win big, or lose hard. That being said, I picked up a DE army recently (im pretty much a n00b) and they are fun as hell even though I do suck with them.
If they sound interesting, play them. It'll just take some time to learn, and yeah you will probably get owned a decent bit. Just have patience

Dark Eldar are a hard army to play (I've heard I personally don't run them) I would definitely give it a try despite the opinions of these other players, Whatever you do make it your own it'll be more rewarding if they have a special theme and story to them

Read Dash's guide if you are really in it to win it. Having said that it will be greek to you. My most humble opinion says create a cheap stater force like SM or Orks take advantage of the AoBR sets get a 1k force going and play and play some more, once you have 50 games under your belt come back read his guide, sell off what you got to start your DE and go from there.
