If you hit a model is causes 2 wounds. Is that 1 or 2 saves? 1 save or suffer 2 wounds or 2 saves for 2 wounds? If it is 2 wounds, can i allocate them to 2 differant models?

Well in terms of your question about allocation...no.
It states in the vindicare's rules that the player controlling the vindicare allocates the wounds to the model he see fit. It's part of what makes him special.
I suppose, since he only gets one shot a round you would only take 1 save.

"Roll a D6 for each wound the model has suffered from incomming fire and compare the results to the models SV characteristic."
I know it is AP1 but they could have an invul or a cover save.
What do you think?

It states it causes 2 wounds for each wound.
Assuming this means wounding - hit, then you would have to make 2 saves.
If this means unsaved wound, then you make one save.

"Turbo-Penetrator: A turbo-Penetrator shot inflicts 2 wounds on any non-vehicle model wounded, rather than 1. A turbo-penetrator shot has an Armor Penetration of 4D6."
I can see it going either way. I think you get 2 saves.

I doubt you'll be getting an invulnerable save if the player is smart. He would've use a shield breaker round already. That said, you would get your cover saves.

But for example, if it is orks and the KFF is there and you shoot him, the cover is better than the invul so i would rather put 2 wounds on him and give him the cover save than remove his invul with 1 wound that he can still cover save.

It sounds to me that you would only take one save. The way the turbo pen round is worded it seems that it gives 2 wounds for every 1 wound you roll. I could be wrong, and fully accept that. Any word on when the faq is coming out? Is there anywhere that people can put in questions directly to gw?

Vindicare fires at a model. 2+ to hit. 4+ to wound. If he causes a wound, the model being fired at takes a save. If the model being fired at fails his save, the model takes two wounds instead of one.

I would say this is probably RAI at the least, but it's (as always) impossible to say for sure.

It is RAW.

With shooting attacks, models are not wounded until after the to-wound roll has succeeded and any Armor/Cover/Invul save has failed. When the model is wounded, the firing model inflicts 1 wound. At this point, the turbo-penetrator turns it into 2 wounds inflicted.
So it's the same model, and it doesn't allow any additional saves.
