Both IG command squad kits, and the Marine command squad has one. Chaos Marines have one too.

I also happen to know that for 10 bucks off of GW you can get one meltagun off the SW accessory sprue >.< didn't say it was cheap... but it is a plastic one.

I don't know about other boxes apart from the ones already mentioned, but GW apparently sells sets of meltaguns, 5 for 10 CDN, assuming you're just looking for loads of meltaguns.

Dark Angel Vets/Marines also have the Space Marine Special weapons sprue (or whatever you want to call it) thrown in with it,

The Black Templar sprue has I think two of each assault weapon, flamer, plasma gun, and the metla.

It's not that cheap compared to getting them metal for around 5 bucks but it's an option.

If you're only looking for meltaguns there's some bits sites out there that sell them on their own as well.
The thermic guns from here: http://bitspudlo.com/ look decent, and are relativly inexpensive.
