I'm looking for a Skirmish game to start playing that:
A) Doesn't involve spending a huge amount of money.
B) Doesn't involve GW in any way shape or form. My finances can't take the immense amount of money it costs to build an army.
C) Is quite fun to play.

Brushfire is only $35 to get started, and you don't need to spend anything more to have a good game. You can easily add more troops/heroes to you force and get up to 40k size model counts, but that's not the standard game size (10~20 models is a moderate size game, 20~40 models is a Big game).
No link to GW at all, small Florida based company.
I rather enjoy it, but I might be biased.
I've just had a look at Infinity and the models look amazing and are cheap too.
Might go with that.
Anything else out there along the same sort of lines as Infinity?

I can only recommend INFINITY as my personal favorite.
Also, the Beasts of War guys made an awesome themed week about Infinity that makes the game really easier to begin with, specially with the Free Quickstart Rules.
I've heard of a game called Urban War and Metropolis???
Can anyone comment on those?

I just tried Small Scale INQ and it was great fun.
I have a post relating to this in the Large Scale games section.
I might actually play this as it is easy to get into, individual models and parts are easy to come by and relatively cheap and lastly it promotes good paint and conversion jobs and is quite cheap to set up (Around £20 for a really nice converted warband of 5-7 models).

Another Sci-fi skirmish game is AE:Bounty. I bought the rulebook as I liked the look of it and it's quite cool in that you can shape your crew to represent various ideals - like a loan Predator, or a band of lowly orcs, or a buddy tag-team.
So you can use your models from other games and represent their idea through the game's rules.
Sounds cool to me but I've yet to play it - been playing too much Infinity. I do intend to play it though!

Metropolis is the larger scale game so I think you'd be more interested in UW. I thought it was an interesting ruleset. It's alternating actions (you move a dude, I move a dude) that are broken down into different initiative phases dictated by the orders issued to the models. They also have an interesting way for handling trooper experience: a grunt (caliber 0, as the game referes to it) can run, an elite trooper (caliber 2 or 3) can run a bit faster. Ultimately showing how a more experienced trooper is more efficient on the battlefield. There's a second ed coming out. You might want to give it a look.
