They can be...
Building and painting a thousand of them isn't fun.
Using over 100 models as a meatshield for 3 doomsday weapons that will blow everything to kingdom come is fun.
You can make some pretty absurd things with a Guard list but they are very strong competetively when tuned to be so.
They can also use the CRASSUS ARMOURED ASSAULT TRANSPORT but only in apocalypse.

Just wondering but what can be described as fun?

I often enjoy the look of on my opponent his face when I open my modelcase and show 100-150 guardsmen.
Although I don't enjoy carrying these 100 metal dudes to the battlefield...

Then again, that's just me.

As for you, take a look at each army, read some background and look at the models.
You are the best person to choose, since you are going to spend the most time converting, painting, playing with this army.

IG are actually one of the better done armies...
You can represent many different regiments easily and still be competetive.

True, almost anything is possible.
Massed infantry assaults, tank companies are possible, as well as anti-aircraft, air-cavalary, artillery companies.
Just use your imagination...

IG are incredibly fun, especially in terms of painting and modelling, you can use pretty much any range, stick a lasgun on them, and they're guardsmen as long as they're in 28mm scale.

Just watch out for the trap that i've fallen in so many times, which is to start a new regiment based on a war movie or sci-fi movie.. it will cost a lot of money...

And yeah, they're great fun, although putting so much stuff together and transporting it can be kind of annoying.

I'm sure playing *with* Imperial Guard is fun, but playing against Imperial Guard is usually fairly obnoxious.

On a serious note though, they're one of those armies that people love to hate. It's one of the most balanced Codices around, with competitive choices in every FOC slot. It gets its competitiveness mostly from slightly underpriced units, rather than the typical Ward-fething of recent codices.

Tier 1 is the new Tactical.

Seriously, though, you fill that last, usually with a PBS. Some people use Marbo, I personally use stormtroopers.
