basic rule.
when a player is finished drinking the contents of his/her can or bottle, that can/bottle enters play on the table by deep strike. it will not scatter onto troops or vehicles. (basicly follows drop pod rules). this can enter play from either player during either players turns.

Then roll a die. On a 4+, the unit is a bunch of happy drunks. They gain the slow and purposful rules due to there staggering, but not the relentless part. On below a 4, they are angry drunks, and gain the rage rule also.

All units within 6" of the Beer Hammer must take a leadership test at the start of the owning player's turn. Those that fail have succumbed to the fragrance and must move their full movement towards the Beer Hammer until as many of the affected models as possible are in base contact. If you did not reach base contact in the movement phase, you must run in the shooting phase.
Units with at least one model in base contact with the Beer Hammer cannot function as their senses are overwhelmed by the alcoholic goodness. These units are hit automatically by shooting, psychic and close combat attacks, but are immune to leadership tests of any kind until they are no longer affected.
In combat, a unit with at least one model in base contact may not make a reaction move, a pile in move or a massacre move, but fight with renewed vigor as the liquor takes hold. All models in the affected unit have the Counter Attack and FNP USRs, however, all successful hits made by the unit must be re-rolled.
If a model in a unit affected by the Beer Hammer must take a Strength or Toughness test, they may re-roll failed results as the alcohol dulls their senses of pain and heightens their anger; however, successful Initiative tests must be re-rolled as the unit tries to figure out which crack in the ground is the real one.
These effects last until the Beer Hammer is destroyed.

Flat Beer: At any point in the game, one of the players may declare that their beer is flat. This may require confirmation by team-mates, opposing players and spectators.
If the beer is found to be flat, it is deep-struck on to the table as close to the centre as possible.
All units on the board gain the Fearless, Relentless, Feel no Pain, Rage, Counter Attack and Furious Charge USRs as the heresy of flat beer drives them insane. All vehicles immediately suffer an Immobilised result on the vehicle damage table as their drivers refuse to carry on.
Flat Beer is the epitome of weapons of mass destruction, and so the game will end in a draw no matter the outcome, as each side will undoubtedly commit suicide once they run out of things to kill.

What about combining your armour values with other peoples suggested rules. Such as taking a toughness test at the end of the turn if in base contact and if a model fails it is removed from play throwing up as it cant hold it drink.
Possibly combine with the initiative test from above if its not destroyed in one round.
If a expload result is rolled what about a special rule instead of the normal s3 hits. Something like 'let the drinking begin - all squads take an initiative test and if failed cannot move or shoot next turn as they all whip out the beer and begin a round of drinks, they may still fight as normal if assaulted'

Makes sense to me. I like you style, play dirty but if you do it right noone will ever know. They wont remember what happened but they will sure remember the headache.

Light beers don't effect SM as their metabolism works it off too quickly. The most expensive drink at the table makes commissars ineffective as it's the beer of gentlemen. They stop what they are doing if in range of the can and sit down to enjoy a brew. The squad continues without them. Imported beers(to where ever you play) must re-roll their reserve roll because of possible shipping delays. When the can is destroyed, everybody drinks to get more beer to the thirsty troops. -cgmckenzie Once we have the rule hammered out, somebody needs to collate it. I am going to bring this to my club this week and see what happens!

if you cant roll the dice, you cant possibly win, so. you win and then search the opponents pockets for any lose change. (he will be so intoxicated, he wont know what happened).
as for combining rules, these rules are not copyrighted anywhere so, feel free to use them however you wish.

If a can is destroyed then all freindly units within 24"that have LOS gain RAGE FEARLESS and FNP due to the fact they have just seen there complete supply of bear wiped out.
the horror of the sight of your beer supply being destroyed can cause even the strongest mind to dissolve into a gibbering insanity.
vodka causes freindly units within 12" to gain FNP as they are to drunk to feel the pain however if it is destroyed then all units within 12" gain RAGE FNP FEARLESS and RELENTLESS as well as PREFERD ENEMY against the foe who struck the fatal blow.
Relentless causes all freindly units within range to gain the RELENTLESS special rule.

Puke - All Independent Characters, showing that they are the best drinkers, biggest party animals and generally show off in front of their fellow combatants, within 1 inch of the Beer must take the Puke test. Roll a D6 to determine the effects of the Beer.
1 - 2: Puked on the floor - roll a scatter dice and D3. This is where the puke lands. Using a small blast template treat this area as dangerous terrain as all units slip and fall in the awesome amount of puke now covering the ground. Friendly units are disheartened by their comrades inability to handle their drink and act at - 5 leadership for their next turn.
3 - 4: Projectile Puke - The Character has puked like a volcano. Choose an enemy unit within 6 inches. This unit is now covered in puke. Reduce it's BS, I and WS by 1 for their next turn until they have cleaned themselves up. Despite the character not being able to contain their ale it's colleagues are amused by this and ROFL. Friendly units within 6 inches may not move, shoot or assault in their next turn as they try not to piss their pants.
5 - 6: Kept it in - The independent Character has puked in it's own mouth and with a hearty swallow, managed not to spray it everywhere. Amazed at their allies drinking skills all friendly units withing 6 inches let out a mighty cheer, and wanting to show off to their hard core drinking buddy, increase their WS, BS and I by 1 for the next turn
