So ,I remember reading about the Terrax Guard in the back of the (recentley outdated) Imperial Guard codex. Outside of this I have heard very little about them. My questions are as follows: 1. What is the overall strength of said regiment?
2. have they won or even participated in any major conflict?

Yes, if I remember correctly it's an entire regiment of Commissars under their own structure of Command. Other than that I know absolutly nothing.

This is true, I just checked Lexicanum (which surprisingly had VERY little info on them) and it simply says that there is a very large amount of both commissar's and storm troopers. So, it's obviously not comprised entirley of Imperial Commissar's.

straight from the codex:
terrax is the site of a mojor schola progenium facility, the schola excubitos. the schola progenium train many imperial agents for war, notably storm troopers and commissars, and their methods are rigorous and effective. the tithed regiments raised on terrax have been trained under the auspices of the scholae excubitos and are truly molded in its image almost as an regiment of commissars.

Still can't work. Even Commissar Cadets have the power to enact summary executions. Throughout a whole regiment, this is obviously going to be a serious problem.

Again, true. Perhaps they are simply styled after commissars? I realise that a whole regiment of commissars wouldnt last very long. They'd have killed each other off faster than almost any enemy could.

There really isn't much info on them at all. I don't even recall them in the ld White Dwarf mag where the listed the famous IG regiments.
It appears that it's the fact that they've been raised on a Schola Progenium world, under close watch of the commissariat, which accounts for their appearance.

The bit about them being like a regiment of commissars is meant to allude to the fact that they are all extremely well disciplined and steadfast in their devotion to the Imperial cause, not that they are actually commissars or that they have the powers that come with that title.

Neither of these are true. Source he didn't mention: Codex Imperial Guard, 4th ed, page 60.
Looking at their doctrines, they are like stormtroopers.
- independent commissars ( ie more of them running around freely )
- 4+ armor save
- stormtroopers as elite and addtional 0-3 as standard choice ( thus 0-6 )
- infantry platoons with access to +1 ini and +1 ld ( formation )
Terrax guard was the example of a stormtrooper heavy army in the codex.
The pic of that codex entry may give the impression of commissar tough ( clothing/headgear )...

There is some background about them in the IA8 storyline about them being stationed around the Forsarr sector, and previously were stationed on Kastorel-Novem before losing to the Orks.
Currently there are Terrax guard regiments in the battlegroup defending the Lycaeus system from the next Ork Waaaagh!

^ I love how that is just STUPID NAMES that mean NOTHING, instead of useful bits of info that can be incorporated into the game.
They fought on the fields of mooseknuckle in m38.230 then again at tittiymus 5, 6, and 8. Then they fought the crimson Castilians on ixan 2. OK GREAT now what color was I supposed to paint them??

That's not saying they are stormtroopers first, but that they're assigned to them in a commissarial capacity as a sort of final stage of training, so that they're not only in the most intense of combat conditions, but surrounded by the very best human soldiers, and so likely both to survive and to pick up skills and mannerisms from the only forces more elite than they are by that point.

Many Commissars first serve in one of the elite Storm Trooper companies and as such are well versed in the tactics and brutality of warfare.
From the 5th Ed IG codex pg.32
It says mnay, not all.
We already know that Commissars are trained in the Schola Prognium, some might be trained to be commissars after they are stormtroopers.
The Terax Guard are not all commissars. They are LIKE commissars. Numerous users have said this already.

Terrax guard make a passing appearance in the new IG codex as well. Pg 24 (right side) says that they, and the Cadian 8th, were a combined forced that destroyed Chaos Space Marine Lord Brule on Treconondal, which occurs just as Creed's career is on the ascendant.
Of their doctrine or strength, the codex makes no mention.
