So a Stormraven gest Destroyed-Explodes and the explosion distance is two inches, where do you measure explosion range from?
I always thought it was the Hull of the vehicle, so for a stormraven does the two inch explosion actually hit anything? Since the stormraven sits four inches off the table at its lowest point, and at about six inches by the tail.
P.61 has the rules for Destroyed - Explodes:
"...Flaming debris is scattered D6" from the vehicle, and models in range suffer a strength 3, AP- hit...."

Indeed, you measure from the hull of the vehicle as normal. Soyes, it's entirely possible that models could assault the stormraven, cause it to explode, and not be touched by the explosion.
You would need to roll a 4 or better on the explosion radius to hit models underneath its lowest point, since you measure to the other models' bases.

That seems odd; punch the plane until it explodes but be untouched by the explosion itself.
At my FLGS, we measure from the base for explosions because the base is used to determine distance to enemy models, both for assaults and for general where-it-is-in-relation-to-other-models-ness.
When in the context of an exploding vehicle, one guy pointed out that it would be like it crashing and exploding. Makes sense, more so than the idea of being able to assault a flying stormraven anyway...

At my FLGS we consider the exploding result for things like the Stormraven and Valkyrie/Vendetta to be an umbrella.
Example: A Stormraven is hit and then explodes and the explosion is 3 inches from the Stormraven so anything under the 3in umbrella would be hit regardless of how high the Stormraven is off the table or not. I don't know if this is right or not but it's how we play it because it seems to make the most sense and since an explosian is unbiased about friend or foe it's fair to both players.

Except it's not. The base is used for Assaults, for dis/embarking, and for measuring to objectives. For all other purposes, you use the hull.
Yes, it leads to odd situations. That's just part of the abstract nature of the rules. It happens from time to time.
