Indeed, you measure from the hull of the vehicle as normal. Soyes, it's entirely possible that models could assault the stormraven, cause it to explode, and not be touched by the explosion.

You would need to roll a 4 or better on the explosion radius to hit models underneath its lowest point, since you measure to the other models' bases.

Except it's not. The base is used for Assaults, for dis/embarking, and for measuring to objectives. For all other purposes, you use the hull.


Yes, it leads to odd situations. That's just part of the abstract nature of the rules. It happens from time to time.
