Yes, there are. There's both groundcars and aircars. Whether or not the "average citizen" has them depends on the planet.

The average citizen int the fifth Cain book had either a groundcar or aircar for example.

Depends on the planet. Some planets are still living with black powder technology, so obviously they don't. Some novels describe wealthy planets where there is heavy aerial traffic from floating cars (which always look like hovering Deloreans in my mind), and some describe planets with big streets and thick traffic from normal old cars. It seems like big hive planets aren't really described with a bunch of traffic, from what I've read. I've even read about some folks driving around in limos.

Hope this helps.

I'd imagine there's a lot more public transportation than individually owned cars, but yes, there are cars.

Ask yourself: have you rated a gallery image today?

I would postulate that on the Hive worlds the infrastructure simple could not exist for everyone to own their own transport. Too many people crammed together. Public transport would be ubiquitous and essential. Same reason car ownership in Manhattan is much lower (relatively speaking) than most other places.

But Hive worlds are not the only planets in the Imperium. In technological Agri-worlds (and most would have too be, as low tech farming would be an incredible inefficient) I'd say everyone would have their own transport. How else could they get around the massive farms?

There are also worlds that have high tech but with a lower, more spread spread out population. I would suspect they would be like Earth now, a combination of public and private transport.

Then you have the feral planets, where (I theorize) they have domesticated Squats and ride them like tiny ponies.

Are hover cars common on some worlds? Wouldn't hover cars be extremely rare considering there's very few imperial military vehicles that use the technology.

yes, they are fairly common.

The tech isn't applied to military technology because Grav plates are susceptable to damage and that usually results in the total destruction of the vehicle. it isn't practical.

a Lemun Russ can throw a tread and still be usable. it can be easily fixed by its crew. a hover tank, if it doesn't come down in a firey crash, would need to have its grav plates realigned and replaced. that would require mechanicus adepts.

High tech worlds lots of cars and other civi vehicles - other worlds much less......more the toys of nobles

Inquisitor Amberley Vail drives her custom D'Lorien Raptor when playing the spoilt noble scion as cover unsurprisingly it can hover and fly using gravity repulsors

Many of the flying cars also don't use grav-plates, they use a variant of vectored-thrust technology or turbo-fans. Other genre calls these sorts of vehicles "spinners" quite often.

Depends on the planet.

In Faith and Fire, there's a city where pretty much everyone uses public transportation that travels along fixed tracks, and only the military and incredibly powerful have access to vehicles that are not stuck along a predetermined path.

Clearly the imperium would consider cars heretical and they would be banned by the inquisition.

What, isn't that the standard response for the fluff section?

Anyway, its been said, like everyhting in the imperium it depends on the world.

With millions of world, I think we can imagine many many civilians transports for the IoM.
Each planet comes with its own tradition and technology, with in adition the common technological base / impulse of the Imperium.

On many world, imho, citizens (or at least, the wealthiest ones) can afford somewhat of a car or personnal vehicle. But in other, beasts and mounts must be the best form of transports for people.

This question is a little too wide

depends on what you mean by average citizen.

Average Citizen on a Hive World probably doesn't as he uses public transportation to get to work.

on a Agri-world they will at least have access to a personal transport because of the need to travel around and tend the crops.

on a semi-industrilized world(equivilant to earth now) they would certaintly have cars as massed public transportation is not feasable.

it depends on planets... under several conditions
1. Technology. if a planet can't make a home-grown automotive engine (of any kind. be they steam engine or combustion ones). automobiles are limited to essential activities. only military personnel, administration crew, or Admech dudes do have ones (and imported!)
2. Local environment VS infrastructure
- depends on which type of vehicle suits the locale best. for an ocean world. cities are pretty much modelled after Venetium. boats and aircraft (and to some extent. hi-speed railroad!) will supplant cars
- And so does the local infrastructure. if one world have a tech but the infrastructure doesn't support the vehicle. then why citizens bother to buy one if they'll lose one in a midst of the wilderness.
EXAMPLE: Krieg (everyone lives in underground settlements, while the surface is still suffering a nuclear winter as an aftermath of 500-year civil war, I'm not sure if Kriegsche restore any infrastructure for intercity transportation since the war ended?)
3. Laws, politics, and culture
- How strict the caste system in a specific planet is? in a Knight world (feudal world with at least 21st century tech), if you are a peasantry, you will NOT allowed to buy a car, or even a house. (well. with some exceptions, if local lord is kind enough to keep everyone loyal to him and his clan and deny any usurper a chance.) In this case. mass transportation exists.
- "Culture" can also means world classification.
Cadia was once planned to be developed as a typical 21st century nation. settlements are connected with a network of roads. which it was planned to be a motorway, while the cityscape was planned to be a broad avenue like Franciscopolis and Lutetium (Champ Elyse avenue). this indicated that automobiles exists in the IoM, and "typical" citizens may have ones. (and this even indicated that AdMech also made supercars!). however. Abaddon the Despoiler twarted this development plan. the Imperial colonisation bureau (?) then responded with the reclassification of this world. made them Fortress world. and redesigned the infrastructure plans to fit military purposes. broad avenues and motorways became a twin-lane narrow road and zig zag "Ambush Alleys", elegant, but fragile comfortable house for citizen became a simple but robust (bomb-proof) blockhouse. peace-loving colonists became an indentured conscript (think of Israeli), in this kind of world. civilians may not own cars (maybe they do but with some conditions.. such as you must be a war veteran to buy any)

At the start of Dark Apostle, all the civilians use a public transport. So I'm guessing only the important people have cars.

In Fireborn, they mention that some of the elite have personal half-tracks.
