Looks cool, but does not at all fit Dwarfs. Such a stoic, noble, and Strait forward race would see that as cowardly, but if someone created a very strange clan then it could work.

Other than init 8, I think it is great.
If a than is init 3, I'd say make the dwarf assassin Init 5.
As for fitting the theme, they could be a secret society that hides their identity on the battle field. They remove all of their own clan markings, and if they fall in battle, who they were goes unknown.
I'd only exclude armor runes (allowing talismans).

I'd imagine the closest Dwarfs might get to assassins would be an "exterminator" kind of thing. Maybe a sniper or something?

Really?
What's so good about 4S4 attacks, backed up by a whopping 5+ ward?
You don't hit hard enough, can't make him survivable enough, and can't make him hit really hard.
50 points of runes really limits his use.
Fluff aside, this guys worse than a skaven or dark elf assassin (because they get better gear).

...people, people! Read the whole post. It's a joke. And...a pretty amusing concept, honestly.
Dwarfs are honorable, stubborn, and grudge-happy. Yes, we know.
I could see some less-than-typical Dwarf concepts, though. Deranged engineers. Eccentric treasure-hunters/pawn brokers/pirates/what-have-you. Assassins? Well and truly out of the blue.
I'd let him have a great weapon, drop I down to 8, BS up to 8, A down to 3, lose ASF, and give him-
Death Throws: a Dwarf assassin may make his attacks in a close-combat phase in which he has already been killed.
Point-total...80-90pts? He's not as killy as Skaven or Dark Elf versions by far, but T5 should help him get in a second phase on occasion.

As for dwarfs being all honorable and what-not, a lot of the fluff I've read on their traps says otherwise.

Call him an Exterminator instead of an Assassin? Why? That's the beauty of it: this concept is completely at odds with the tone of the Dwarfs. It's so hopelessly out of place it's funny.
I'll agree that "honor" isn't necessarily a big thing for Dwarfs. It is when it comes to each other and themselves.
...but there's a ton of honor in the Rune of Immolation. "Let's kill ourselves so our cannon doesn't fall into enemy hands". I mean...damn.

I've only seen the rune of immolation used once the crew are all dead. Didn't even think of it being used with live crew.
How about we call him a rat catcher. That's along the lines of what I was thinking about.

The issue isn't just that Dwarves wouldn't want an assassin, it's whether they're capable of such a thing. An assassin is relying on agility and supernatural speed as much as anything, this is the place of Dark Elves and Skaven. It is not something Dwarves are going to be particularly good at.

Eh...I dunno. Daemonslayers aren't assassins so much as...dwarfs who slay daemons.
And again, I don't think that dwarfs = honorable/assassins = dishonorable is really the issue.
Dwarfs are not specifically all that honorable. They're remarkably stuck in their ways and determined to kick the goblins and the skaven out of their old homes, but they're not so much concerned with making the world a better place, or fighting fair. They are concerned with fighting the good fight, to the extreme, but that's just a facet of honor.
...so really, I feel that while Dwarfs shouldn't have assassins (in serious games), it's more of a general tone clash than anything.
And I don't think assassins need to be super-fast at all. Real-life hit men are usually just guys with rifles and knowledge of their target's daily routine. There are assassins that use social/political leverage to get close to their target, and their gigantic hands to strangle them.
So I think that a Dwarf with a big axe can be given the job "kill this guy over here" as easily as a Dark Elf. He just has a different skill set.
...he could be some specialized Slayer with a set of Blasting Charges strapped to his chest...

Except that assassins in WHFB are entirely unlike real life hit men. Their skills aren't in watching a guy perform the duties of his regular life, then plinking him with a rifle from a distance. They're highly trained melee combatants, who use supernatural speed to ensure they get the first strike in.
Which is a fairly ridiculous role for a dwarf.

The term "assassin" doesn't and shouldn't have any specific feel to it beyond "someone who kills specific targets, usually through subterfuge, for money".

Fair enough, I see your point now.
In that case, it'd be interesting to envision a Dwarf assassin that plays to their strengths. Perhaps a dude with a rifle that inflicts multiple wounds and has the sniper rule? Perhaps a guy who's heavily armoured, so the scheme is to survive the enemy's attacks before retaliating with a couple of high strength, multi wounds attacks in response?

Equipment: brace of pistols and dwarf handgun/crossbow, light armour (...not gromil armour).
Rules: A Killer Not a Leader, Scout, Sniper, One Shot One Kill (d3 wounds with handgun or crossbow)
The Slayer-assassin- M3 WS7 BS4 S4 T5 W2 I5 A3 Ld10
Equipment: great weapon, blasting charges-vest-thing
Rules: A Killer Not a Leader, Death Throes (can make attacks in the round when he's killed and/or d6 S6 flaming hits to the unit that kills him?) Hidden (in Warriors, Longbeards, or Rangers), Killing Blow, Runic Tattoos (5+ Ward)

While not necessarily an "assassin" like Altair or Ezio from Assassin's Creed, I could see dishonourable dwarf offer his services to be a cutthroat of some sort.
Now, this type of dwarf would most like have his beard shaved off and lives on the surface amongst humans. He could be stealthy too; not as stealthy as a skaven or an elf but stealthy enough that he knows how not to make a lot of noise when trying to move quietly through an alleyway.
This type of character would probably fit in better for a skirmish game like Mordheim or even be a RPG charcter or NPC; don't think you'd really see this represented by a figure on a battlefield.

I think the dwarf "assassin" is not a bad idea by itself but does not fit in a dwarf army.
My recomendation would be a special mercenary/dogs of war character.
The sniper mentioned above is the only "killer" typ dwarf that fits to the dwarven mentality.
Dwarves are noble and straight-foward but would also use "tricks" to overcome their enemies.
See the dwarven miners.

While stealthy, sneaky killing isn't part of a dwarf army, the idea of finding the biggest, hardest enemy and looking to take him on is very Dwarven.
