Have I understood it correctly that if I want a pair of lightning claws and there is no option for "pair of lightning claws" I can just pay the single cost twice? This is the only way I have found to be able to have a pair of lightning claws.

Depends on the Codex. There might be some in which it's intentionally impossible to give someone two LC's because that army does not have the resources to equip that person with two LC's.

If you have an old Codex with an Armoury page, then the option might be there to give a 'naked' character a Pair Of Lightning Claws.

If you have a more recent Codex, you might have a character with a list of options. If there's an option to replace a gun with a LC, and an option to replace a CCW with a LC, you should be able to do both and in effect have a pair of LC's.

You may even be able to replace a weapon with a LC and also take an LC as two separate upgrades.

Given how many armies have access to LC's, it'd be helpful if you said which Codex you are using?

What model and codex are you talking about? There are models which can only take a single lightning claw.

Also, armies with access to the armory (like Black Templar) say that a pair of lightning claws counts as taking 2 weapons.

Reality is a nice place to visit, but I'd hate to live there.

I´m playing Blood Angels but I´ve checked the regular SM codex too (both current) and the only models who can have a pair of LCs are the terminators. Nowhere does it say anything about allowing (or disallowing) a pair, just as long as you pay the cost...

It does explicitly allow you a pair - you exchange "and / or" your starting weapons. If you do this twice you get two lightning claws, which is whats needed to get the extra attack.

...allows you to swap the specific gear for anything in the list, including swpaping (say) CCW for a LC & a BP for a LC.

or
...specifically has you swap only one & as such, they can't carry TLC, only one.

Not totally wrong, just the end part is totally wrong. Vanilla Assault Marine Sgt has the option to replace his Bolt piston And/or Chainsword each for a "pair of lightning claws"; now he can replace both for 2 pairs, but it will gain him no benefit and cost 60 points for his basically single pair. it is a far better choice to give him a single pair for the Chainsword and then keep the bolt pistol(or upgrade that to a plasma pistol if you like wasting points).
