I use to use sternguard vets in my blood angels army and it was a 50/50 thing...
Against Nids, Orks and monstrous creatures they where awesome! Put them in a drop pod and turn 1 they can land and get 20 shots at 3+ to hit and 2+ to wound with poison and nothing will survive!
But against other marine army's there no better then a tactical squad which is about 100pts less!
Combi-weapons give them a tactical edge I mean it does allow them to take out tanks and heavy infantry but for 50 points I don't know if it is worth it. They can also take two heavy weapons but again I wouldn't as you will end up shooting at a unit that half yours guys can't hit!

They'd likely be better as two groups of 5, all with combi-melta. But it comes down to the rest of your list. The unit would be best in Drop Pods as part of an alpha strike.
Though when compared to what else you have they could end up being just a waste of points.

Not quite true Majarlischi, they have an AP3 ammo that is quite effective vs. marines. You risk the get's hot rule, but 20 x S4, AP3 shots is usually enough to do the job. Especially if you have a couple of combi-plasma's to toss in for good measure.
Looking at your list... I usually deploy my sterguard in a pod to get all those combi-weapons and rapid fire special rounds into range right away. However in your list, if you do this they'll be all on their own. That means that while you'll get a good volley off on turn 1... you're probably toast after that. Perhaps if you stuck them in a rhino so they'd be advancing at the same pace as other elements in your army, that might work better. You lose the surprise element that way, but they are more likely to survive to be a significant factor on turn 3 or more.

I used them in BA list and they worked wonders: 5 with combi-meltas. I made sure to have a couple of drop pod units, in case my opponent reserved his tanks or other monsters he didn't want to die. Usually I dropped them first turn though, as Land Raider/Trukk (A14 right?) or any other killing of nasties that I needed to die. Sure, they ARE a suicide squad. But my guys never failed to perform. I love em. Sternguard are in every army. Unlike their fast counterparts who are over expensive...

Yeah true, but in my experience I like to stay away from "get hot" the amount of times I get overheat and they kill there selves just isn't worth the hasel. I admit that is my experience not necessarily everyone else's!

I usually go with Sternguard half and half, but I go flamer/melta rather than plasma/melta. So far, it has worked out well. The only times the squad has failed to perform with distinction, it's due to a Deep Strike failure rather than a failure with their weapons loadout.
