I want to get some living objective markers. Orks/Dark Eldar/Chaos want to enslave them, Tyranids want to eat them...and Guard & Astartes may want to protect them. Maybe. If it suits.
Thoughts anybody?

I am looking for a modelling project, but the paper idea is a cracking one if I need some in a hurry!

Any historical miniatures company should have models you can use, simply find a look you like, remove any weapons, and paint!
You could have some really fun rules for it, too! Every turn they are not controlled, they move D6 inches on a scatter die. When the chaos or imperium forces control them, 1 unit can escort them to their board edge. When they make it off the board, they are captured/liberated.

Most game stores have a rack of minis that are for old or smaller games. I recommend searching those. I like the living objective idea (I use it myself) and the bargain racks are sometimes concealing a great find!

Perhaps give them the opposite of rage? they move away from the closest unit, d6 inches, or towards nearest/best cover. I've seen some children's toys that are around the right size. Farmer joe is running from chaos! right into the waiting hands of the dark eldar!
But I'm thinking of a custom senario based around this myself. have a few 'spawning points' where they come from, and so you can actually score more often. Was thinking that there are d2+1 spawning points where they run from, or perhaps randomly generate them.

This would be great!
After a few moments of mulling i devised this(and will try it soon, seems fun) for a scenario game, say nids vs IG or marines, you could have 'squads' of fleeing civilians as they flee the city while the soliders are rushing to the frontlines. So every turn the civies run towards the imperiums board edge. The civies count as additional KP's or and a point(as if controlling an objective) for every squad killed, friendly units can't fire through the civilian squads and the civies are guardsmen with no armour
