What does the attire of the civilians say on a typical forge world/hive world or a peaceful planet in the Ultramar system would look like?

Trousers, shirt maybe a jacket if it was nippy out.
Boots if they were working somewhere that needed them.
Maybe a fancy hat if they wanted to...

Anything you like. With Millions (billions?) of worlds out there, there is not going to be popular fashion across the Imperium, it's too big an area for people to keep track of what's hot and what's not. Some planets might dress like we do today, some might wear something similar to mediaeval clothes and so on.
Main difference will be aquillas worn as religious icons and the technology they might have on them like bionics or footwear.

Most novels mention some variation of jumpsuits, but other than that cadbren seems spot-on.

As with so many other things regarding the Imperium:

Depends on the world you live on.

Most Imperial and Hive Worlds have some form of the standard shirt, trousers/skirt, shoes and jacket, or some form of the ubiquitous "bodyglove", varying between entirely form-fitting to being, basically, a jumpsuit. Robes are also very popular amongst the learned, on any world. Coloration and specific styles will vary from world to world.

Agri-Worlds are generally a sturdy shirt, work boots, and hardy trousers, or something even closer to "Little House on the Prairie", again depending on the specific world. Specific styles and materials will, again, vary from one world to the next.

On some Feral Worlds, especially the very hot ones, I am sure that a simple grass or hide wrap is the most anyone ever wears, and even that might be overdressed for some Feral Worlds, where clothing begins and ends at bodypaint.

It is best to be a pessimist. You are usually right and, when you're wrong, you're pleasantly surprised.

The number of types of civilisations within the IoM and class level is massive, if you want want someone to dress a certain way it is entirely likely that there is a world were it is common.

Ultramar is a very prosperous area of space, however it is because the population is very hard working. So most will wear overalls/jumpsuits while at work but would have a more upmarket access to clothing. The the noble houses will have very fine clothing
