So this came up in a game i was watching (am watching) in the case of a tie on the first turn roll, does the player still get his +1 for the second roll off.

For instance player 1 finishes deploying first rolls a 1

player 2 rolls a 2

then player 1 rolls a 4

player 2 rolls a 4

does player 1 get first turn?

guess I should add, if I take the high elf magic item that gives +1 to my first turn roll, does it stay as well?

Yes, both bonuses would stay, so that's a wild coincidence that you'd manage to tie multiple times in a row with both in effect.
