I would like to ask if an army can choose to have more than one dispel srcoll and more than one potion of +3 initiative or str for example.

No they may not 1 that is all the rule book states that clearly (not meant to sound mean) but ya 1 that is all.

Read the "Magic items" section of the rulebook, where this is clearly spelled out.

Would be awesome if eh? Consumables oh yes please! My Waaagh!Boss could use some but on the other hand this would go the road of imbalances pretty fast.

Dispel scrolls and powerstones did used to let you have more than 1 per army, however this was an explicit exception for them and was removed in this editions rules.

However you can have more than one "dispel scroll" for certain races - fo example dawrves can have multiple spellbreaker runes, there are items which are essentially "dispel scroll ++" in that they end a spell and potentially additional affects, such as removal of the spell from play, ending the magic phase, etc.
