I believe the "Council of Isha" is referenced in C.S. Goto's "Deathwatch: Warrior Coven". Basically, the whole plot is about the Eldar demanding aid from the Ordo Xenos. A deatchwatch squad is dispatched to lend a hand to an Eldar Craftworld that is under attack. Never trust an Inquisitor to only lend a hand. I quite enjoyed the book and didn't notice any glaring fluff irregularities.
