One can always measure command range, but can one measure ranges for spells or attacks before choosing a target?

I thought I had heard from someone that pre-measuring is fine.

You can "always" measure CMD range only during unit activation to check whether models are in formation or not. What you can always measure for any reason or even without one is your caster's/warlock's CTRL range or any distance within it.

When you check CMD range you may only measure from unit
leader to another model in the unit. You can't "radar sweep"
with it the way you can with CNTRL area.

Since the others allready corrected you on the command/control range thing:

No, in WarmaHordes you can“t premeasure in any way but control range. (Afaik)

The only times you can premeasure are to check your command range during the unit's activation, the melee range of a model during it's activation, or the control range of a model at any time.

there are ways around it. for instance, Reinholdt has an ability that allows you to make a measurement between two models in your LOS.
