If I gave 30 Skaven slaves slingshots,
1. do the sling shots have the same stat line as in the rule book?
2. assuming all 30 are in the 18" range can they all shoot?
3. If so they all get two shots,i.e. 60 shots?
3. can they move and shoot?
I've been giving my army a massive reboot/rethink
and was wondering if this would work

You can. But frankly, it's not a particularly good idea.
First off, to get maximum firepower, you need to deploy them wide with no more that two ranks. This means that they have no Steadfast when the inevitable combat hits, and they break and (barely) explode.
Second, they won't hit very often, if ever. 30 Slaves get 60 shots if they double-tap, sure. If they don't move, and they are at short range (which means they will get charged in your opponent's next turn) and if it isn't an S&S reaction, and there is no cover involved, 10 will hit. 5 wounds against T3, 3 against T4. Typically you might see 3 wounds, 2 against T4, once armor saves are done.
Third... 37 slaves in ranks of 5 will accomplish a lot more good for your shooting game than 30 with slings in ranks of 15. The 37 can pin down a unit for a turn, and then your WLC/WFT/PCC/Jezzails/magic/etc. can open up on the melee. That'll do much more damage than the same points in slaves doing the shooting themselves.

The only thing you should ever give slaves is a musician for the quick reform. Otherwise they exist only to tie up your opponent's expensive/dangerous units for a few turns while you savage the rest with your heavy hitting units.

Yeah, BS2 slings sure do suck.
On the other hand, you're only paying 1/2 point each for them.
I'd consider it for a unit or two. When that fast cav tries to whip around the outside, you can swift reform and take a fist full of pot shots at them. Yeah, you're likely to only kill 2 or 3, but that might be enough to matter; and it might be enough to make back the 15-20 points you spent on that option.
I wouldn't give 150 slaves slings (ok, I would, I try oddball things), but giving 2 units of 30-40 slings (one on each flank) isn't exactly a huge waste of points.
