Most Skaven players have at least one WLC in their army, frequently two. HPA is another great choice. Doomwheel is less used because 8th is all about horde units and the DW is a monster/character killer.

Doom wheel is awesome looking and great fun having said that WLC=HPA (this can be debatable)>DoomWheel

Thus, After having thus successively taken each member of the community in its powerful grasp and fashioned him at will, the supreme power then extends its arm over the whole community. It covers the surface of society with a network of small complicated rules, minute and uniform, through which the most original minds and the most energetic characters cannot penetrate, to rise above the crowd. The will of man is not shattered, but softened, bent, and guided; men are seldom forced by it to act, but they are constantly restrained from acting. Such a power does not destroy, but it prevents existence; it does not tyrannize, but it compresses, enervates, extinguishes, and stupefies a people, till each nation is reduced to nothing better than a flock of timid and industrious animals, of which the government is the shepherd

As has been said, WLCs win games. I take two in just about any list I play. The Doomwheel will occasionally pull off a nice kill, and does do a good job of taking out things like Monstrous Infantry, but it's much shorter range, easier to kill and more expensive. As much as I love the model, I rarely field them anymore.

Why not one of each?
At 2000 points, you can have an HPA with spikes, a DW, and a WLC. All three do different things and all three are very nice to have.

I like the doomwheel but it is less effective and redundant compared to the WLC.. Its purpose is the same, to kill multi wound models. Unfortunately having a single purpose unit like that isnt horribly effective because you dont see its target models much anymore.
WLC can kills multi wound models (Albeit a bit less reliably due to only hitting them once) but it also doesnt have a targeting restriction and can kill units.. Steadfast helps skaven but it kills the doomwheel

I look at WLC in the same way I view HPAs.
If you are going to take 1, take 2 and be doubly awesome.
2 WLCs is likely to incur less of a hit in terms of sportsmanship/ability to maintain friendships than 2 HPAs.
All chariot type models struggle in 8th ed thanks to steadfast unless there is a unit of chariots, attacking small unit/other chariot.

I'm having a hard time believing you actually asked that question...
As good as Abombs are, I have never fielded one. Ever since I acquired my second WLC, I haven't left home without two of them. I occasionally throw my Doomwheel in for kicks and giggles, but the WLC has never let me...well, ok, sometimes it lets me down...but it's pretty reliable for Skaven.
Like Vulkan said, there's no reason you can't have two WLC and an Abomb at 2000 points and above.

Tonight I'm running a 2500 list with an a-bomb (for the first time), a doomwheel, and two WLC.
On the down side, I'm trying out PWG with an attached mortar.

PWG have their place, but are extremely, extremely, extremely fragile. Not in their armor (they do have heavy armor after all), but in the fact that they're Ld 5 and can't ever have ranks thanks to being Skirmishers. (way to drop the ball on that one GW...)
If you put them in a forest (test it with slaves first) they become stubborn. One use I've found for mine is to keep them near my war machines. The things that get sent after war machines are usually small, fast moving units. PWGs are excellent at taking those down.
Knights or other heavy armor targets are another PWG specialty. They tend to be smallish units (except against Brettonians...) with good armor saves, which PWGs ignore.
So while they're not longer quite the stellar unit they used to be, I have definitely found a place for a small unit (~8 plus mortar of course!) in my army lists.
