I have already read this thread, but I'm still concerned about it coming up as an argument the first time I try it at my local game store. Additionally, I want to be certain I understand the order of things. In my case, a 10-man Assault Squad will be arriving via Deep Strike.

1) Roll Reserve
2) Declare Combat Squad
3) Place 1st unit, scatter
4) Place 2nd (new) unit, scatter
5) Proceed with next unit

Viola! Correct?

How would I address this in-game when an opponent cries I can only Combat Squad during deployment? Simply point out that the Reserves section reads, "and deploys it."

Secondly, have people been playing that Blood Lance requires a to-hit roll? The power reads that the target "suffers" a hit. I hate to get nitpicky over vocabulary, but to me that implies it doesn't have to roll. Codex trumps BRB, right?

Thanks!

Correct

Exactly. You Reserve INSTEAD OF deploying.

No, specific beats general. ANd all PSA require a to hit

Nos has it correct.

However although RAW leads blood lance to roll to hit, many people (including me) think that RAI means it shouldn't, so check with people before the game to avoid any arguments during.

I'm under the belief that Mind War doesn't require a roll to hit. Is this wrong?

Page 50 of the BRB pretty much states that exceptions to the general rules for psychic shooting attacks are found in the codexes. Blood Lance is a clear exception to the general rules for psychic shooting attacks.

Grakmar - Mind war is a PSA. It requires a roll to hit unless you have something that SPECIFICALLY states it doesnt.

Blood lance and mind war lack this specific rule, so they roll to hit

While I read it the was nos and others do, it is worth mentioning that the INAT FAQ says that Blood Lance does not require a role to hit.

So make sure you check before hand how jaws and blood lance and such will be ruled in a tournament.

You may also find "some dude on dakka said it needs a roll to hit" carries less weight with your local group than the INAT FAQ.

INAT FAQ is just some guys' from dakkas opinion, so it's exactly the same.

"'players must agree how they are going to select their armies, and if any restrictions apply to the number and type of models they can use."

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

The INAT FAQ also says that when it and the GW FAQ contradict, that the GW FAQ takes precedence.

And BTW, if you notice some of GW's FAQs that thank Yakface it's because GW lifted directly from the INAT FAQ. That's a little more than just some guy on the internet.
