High Elf Archmage with a Book of Hoeth is definitely worth the points. Tzeentch Heralds with Master of Sorcery and Spell Breaker are really, really good too.

Depends on what you mean. If you just mean getting a lvl 4 caster, there's plenty that are dirt cheap. But if you mean bang for you buck, there is no naked wizard more point-efficient than a basic Slann.
A T4 W5 ward 4+ lvl 4 wizard with cold blood and a Discipline of your choice for 275. It's pretty silly.

Slann are under priced...they get a 45 pt item for free, can be a BSB, has a bunker unt option where they can hide in the second rank, has free loremaster...
On the opposite side, HE and DE wizards are overpriced. HE archmages pay 50 pts more than a empire wizard lord in exchange for +1 LD and +1 dispel(and its not even a dispel DICE which WPs and runesmitsh have).

The Slaan easily is the most point efficient caster.
The Chaos Sorc build posted is less Wizard and more jack of all trades... And he's 420 points, so He's damn near 1/4 of your army in a 2000 pt game.
Slaan own that.

Night Goblin Sharmins only cost a small amount for a level one, with additional D6 to any dice rolls they make, stealing dispell dice and all sorts of annoyingness.
That being said, one of the formentioned is probably more effective.

Unless Teclis just stays away from the Slann or just laughs as he shuts the Slann's magic phase down? You do realise that Teclis doesn't need sixes to IF, yes?

You realise he still needs to meet the casting value, loosing a six or two may stop him from that.
