For some reason I recall a rule that walls and other small terrain of the sort don't effect a walker's movement if the walker could conceivably walk over that piece of terrain. I've been playing since 2nd edition so it's very possible this is an older rule that I'm confusing.... but something tells me it isn't.

Walkers move like infantry, so however you've decided that infantry can move over a wall (which you need to do before the game starts with your opponent) then the same would apply to a Walker and vice-versa.

While there is no rule saying that you could certainly agree with you opponent on that. The rules work that the walker is treated like infantry with regards to terrain and most movement in general. So if a dread or sentinel wants to go into terrain you will need to roll 2d6 and pick one, and that would be how far you go. Some walkers have the "move through cover" USR and that is treated again the same as infantry. (3d6 take the highest)

I also recall a rule from a while back that meant that a model could wander over any terrain that was shorter than their knee without penalty. However I think that rule got dropped a long time ago (alternatively I dreamed it).

Please excuse any spelling errors. I use a tablet frequently and software keyboards are a pain!

Why shouldn't walkers walk throu difficult terrain and stuff? Thats what they're there for!
I actually like to classify some walls on the table as impassable for infantry, but only difficult for walkers as the just break, stomp, burn, smash and detroy any obstacles they face. If you like, you can even remove the wall and replace it with some difficult terrain after a walker or tank has flattend it. That makes the game more complex.

BRB page 14, top-right part about moving in difficult terrain. This part of difficult terrain rules is what you are looking for, I think.
