If you have monies, check out some of the Pegasus kits - http://www.modelhobbies.co.uk/shop/pegasus-hobbies-m-64.html
Or if you want to spend some time making your buildings from basic blocks, you could get some hirst art moulds: http://www.hirstarts.com/

Foamcore and a lot of hard work. Alternately, the aforementioned Pegasus buildings and GW Cities of Death buildings.

I would suggest you get into the foamcore, its more rewarding building something yourself.
That being said, do get into the pegasus stuff and spread it out across your foamcore buildings.
Just be sure that when you are doing foamcore buildings, don't take shortcuts, or it will show through. Every window needs a sill, and you need a fair amount of detail and rubble.
If you get into building stuff with foamcore, I might suggest looking into sheet-foam (not sure what its called, its plyable stuff, used for arts and crafts), and using that to add detail and flesh stuff out. it has a nice texture and won't warp as bad as cardstock would.

GW CoD buildings are the best option by far. You can then add Pegasus and Ziterdes buildings and Armorcast industrial stuff.
You must be a terrain building genius to do something of equal quality yourself. Although it is cheaper of course.

We used sheets of foam about an eighth of an inch thick, peeled off the glossy layer on both sides and went to town on it with xacto knives. We used two or three templates and destroyed the products from there so it's fast but not uniform.

I think this is key what you mentioned about the template:
you really do need to build a complete building, and then tear it to shreds. Otherwise it just...... I dont know, it does not look right, or like enough.

I have used insulation Foam from Lows and http://www.hirstarts.com/ has really nice molds, they are expensive but worth it. If you want texture for roads or some on the buildings add sand, saw dust of shaved foam to you paint. It makes nice effects, and if you want the yellow and white lines on your roads then you can use tape and paint in between the lines. There are lots of ways to little things like barbed wire or craters, just look on Google (Gods answer to everything)

Grasss wrote:...add sand, saw dust of shaved foam to you paint.... Cheaper and more readily available solution (albeit, sand can get pretty fine, so take this with a grain of salt) is used coffee grinds. Even at a slow rate of a pot a week there is still plenty with which to base your stuff. This is actually a great thing to know for several reasons: a.) if you have enough of used coffee grinds, you can give it one more go to make a decent ink for your terrain weathering needs (make a pot with the used stuff, and boil it down/evaporate it till you only have a little bit and its strong in color... artists do this all the time)and b.) the grinds, once dried, can be used as basing material. I keep forgetting to make this suggestion, and am actually quite ashamed of not knowing who told me to to this because it was on dakkadakka!

It's very easy to make your own ruined buildings. All you need is some foamboard and a base. Sketch out your design you want, cut it out and then texture it with some plaster. Later on you can add on your details sandbags, blocked windows, propaganda etc.... I couldn't find the completed pictures of this certain model I made, but it actually helps you see how I made it.
