Just wondering if I should start a Chaos Dwarf army cause I heard FW is releasing a book for them, is this correct?
Also, can I play with the book and the minis at lets say, Throne Of Skulls tournament and official tournaments?

Seems like a cop out answer unfortunately, but really its different for each tourney i would imagine.

It is entirely up to the TO. Their tournie, their rules.

I don't know that the above answers are correct... I think when the Tamurkhan book comes out in September, we'll know with much more certainty whether Chaos Dwarfs will be considered "legal" in normal tournaments / events. The rumors all point to "Yes".

I can't imagine a TO turning you away with an all-forgeworld chaos dwarf army... but again, we'll know more very soon, at least on how GW views it (which most TOs will follow suit with).

What the above have said, its up to the Organizer. I can tell you for a fact that the answer is going to be a big NO for most official tournaments (GW store tournies, 'Ard Boyz, Throne of Skulls, etc.), as Warhammer Forge is a subset of Forgeworld, they are covered by the FW ban at 'Ard Boyz and Throne of Skulls, and most GW stores will run events based on the old staple for Rogue Trader tournies of disallowing such things. However, some major tournaments, such as Adepticon's Gladiator tournament, do allow it.

I think a blanket ban of all FWWF is just incredibly lazy. Ok there are some incredibly OP/badly written choices but there are also alot of OP/badly written rules in the regular too! Do these get banned as well? Not to mention that WF is written for warhammer which generally seems to be more balanced than 40k. Not to mention that in FW/WF there are alot of pointless or fair costed choices.

1.) I am not sure if there will be a complete CD list in the Tamurkhan book.
2.) It is always up to the tournament organiser to allow such lists. They can be overpowered.
3.) In USA, there is a complete fan-made CD army book which is legal for independent tournaments there. Maybe this is a better option. Don't have the link right now, but google GTI legal Chaos dwarf army book..
4.) There is always the possibility to play Chaos Dwarfs counting as Dwarfs or Warriors of Chaos.

To be clear, this book is only allowed at a handful of tournies/cons, and only at the TO's discretion.
