They couldn't do more if they were friendlier as the Imperium limits them too much. Some small problems could be avoided, but I haven't seen it cause many problems.

In dire straits, they do often work together. But with a thousand different Chapters, you've got to expect some rivalries or even open animosity. I mean, put me on an island with nine hundred and ninety-nine other guys, and eventually I am going to identify one or two of those fellers I don't particularly care for. Doesn't mean I won't participate with them in something that affects both of our survival, but I may not share my coconuts with them if they had a bad day hunting.

The Howling Griffons and Silver Skulls came to the aid of the Salamanders when their strike cruiser was dragged into Commoragh. They do work together, but only in cases where it's convenient.

Well, they would all get along, but after ten thousand years natural human douche-ness and petty dickery has led to a lot of grudges.

Like that time that Marneus Calgar showed up to a party in the same dress that Logan Grimanar was wearing. The EXACT same dress!

The two Chapters have been on the outs ever since.

Emperor's Eagles (undergoing Chapter reorganization)
Caledonian 95th (undergoing regimental reorganization)

In order to gain control of Commoragh, Vect staged a series of attacks on freighter ships and the like in the Desaderian Gulf through a webway portal stationed there. In response, the Imperium sent Salamander strike cruiser Forgehammer to investigate, but Vect's fleet was able to cripple it with haywire bombs and drag it through the webway portal into Commoragh. There the leaders of the Kabals all tried to claim it as their prize, while Vect simply watched, and in turn had their boarding craft destroyed by the Space Marines. The battle in the sky escalated as the remaining Kabal leaders attempted to destroy the ship, rather than claim it - leaving the haywire spires holding the ship in place open to a lucky missile shot, which destroyed their grasp on the ship - allowing it and the rest of the Space Marine forces to leave.

The whole event was choreographed by Vect, who took control of Commoragh after the Kabal's Archons were all slaughtered during the fighting.

The list of times they work together vastly outweighs the list of times they have the choice, but do not.

Can you even name 5 instances of chapters refusing to work with each other?

"'players must agree how they are going to select their armies, and if any restrictions apply to the number and type of models they can use."

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

See, there's your problem. It's not that the chapters refuse to get along. It's that those 3 chapters you're using as an example have a nasty case of "killyourfriendsforfunandprofit-itus". Trust me, that doesn't make you popular.

Well, I think if it ever got to the point where they really really really needed to, the Spess Muhreens would work together fine. It's just that they don't need to. A situation is rarely grave enough that it would warrant chapters grouping up instead of spreading out as much as possible.

At best the Chapter Master might get a tersely worded letter.

By and large, however, the High Lords of Terra are ignorant of the infighting between Chapters. The galaxy is a terribly big place, after all, and the losing side of any SM scrabbles isn't going to go whine to the High Lords.

It is best to be a pessimist. You are usually right and, when you're wrong, you're pleasantly surprised.
