Do they have some special rules about Librarians? Like how many can they have them in a army? ( being that they are the Chapter with high number of them )

Nope, nothing. If you wanted to play fluffy you could just take librarians for both your HQ choices. I would like if they had a special character/chapter rules in the next vanilla codex, but they're pretty standard otherwise.

Libbys are pretty common in blood raven armies fluff wise. In theory every company has them. I never fielded one though with my old br chapter.
