I think that's the first black templar I've ever seen with OSL, I love it man. Great job on the brighter areas that are closest to the blade.

Also I hate to bring this up but...there's a giant mold line on the legs...

In order for OSL to be convincing, the source of the light must be MUCH stronger than the glow it casts. Right now, they are the same color, in fact the blade may be slightly darker... You are almost there, but the blade needs to be much brighter to create a truly convincing effect.

You also need to rework the white on the shoulder pad. You've used a dark blue to blend the lighting into the black, but this effectively shades the white, which spoils the effect. Light behaves additively - a light blue on white / grey will tint it toward blue, but it will still remain 'white'.

Looks pretty good, except I'd rework that shoulder pad to try to make it more subtle.

I was going to say that, so Ill just agree with it. Your attempt is far better then when I tried it so your definitely on the right track. If you look at the reflection around the chest piece compared to the weapons glow, it seems fake, because its almost brighter then the weapon. So brighten up the glow, and dull down the reflection more and youll be rocking.

I agree with both MajorTom and winterdyne. They explain perfectly why the effect really works from some angles, but doesn't make much sense from others, as well as why the shoulderpad is, I think, the weakest of the affected areas.

As a test, it serves its purpose, though - there's room for improvement, but you have some promising groundwork and a distinct area or two on which to focus as you refine your technique.
