The difference between Horus and Sanguinius is that Sanguinius' soul remained intact as far as we know, whereas Horus was utterly destroyed. Assuming loyal Imperial servants do indeed go to the Emperor (or the Starchild) upon their death, maybe Sanguinius' did as well. Although it is very unlikely.
He also has the perfect vessel in the Sanguinor.

Index Astartes II states that the Imperial Fists recovered 'what remained of Dorn' and that his skeletal fist was displayed in a stasis field. That does not, in fact, exclude the possibility that they also possess the rest of his corpse and have stored it elsewhere - neither of course does it preclude the possibility that his fist was indeed all that remained of him.

I'm surprised how easily swayed some of you are with death being the end result for primarch's. Especially with the total ' Fiasco ' Fabius Bile went threw to try and clone Horus after his destruction. Not to mention like someone already said his soul was destroyed prior to Fabius coming up with the long shot idea. Let's drive into the fact that Roboute Guilliman is in stasis along with the whole issue with Lion El'Jonson(I think he is in stasis but everyone says asleep...)
Have a little more faith in your Apothecaries and Sister Hospitallers. Sure they work there butt off to keep things in 'Imperium Order' cause that's how most want it. Though there have been a few loose screws run a muck such as Fabius who have questioned or gone over lines that would deem immoral and heretical. It is only the imperium of man who set's the rule on itself that a person is dead when.... X happens. Certain individuals like Fabius have a different opinion on such things that or divine intervention happens.
Is it possible for someone to raid said tomb of said primarch and clone / rezz them by some crazy immoral means yes.... is the imperium going to like it yes & no. I think it would confuse the crap out of a lot of people if Sanguinius came back cause it dosen't follow doctrine for the most part on how a marine lives and dies. Though I am sure there are a few apothecaries or hospitallers that didn't want to loose a friend or whatever due to the laws of defining death and did a little tweaking to avoid it. Things are possible oh yeah... its just the imperium that wishes to ignore them due to the choice's they feel are pure and moral.
Far as reality concerns, they've killed off every Primarch practically by some means or incapacitated him / her or gone missing. I think the general idea is to have history to the game sure its nice I like it. After reading threw someones idea of how primarch's should play on the table top it made it more evident that having a primarch on the battlefield is a little much not to mention convoluted and unfair. There is a reason Artificer armor is Artificer armor. The old hay day was serious business and we currently fight in a situation that is constantly loosing and gaining assets to be blunt while following some crazy list of rules. Primarch's often come off as a 'Father Figure' that's why Primarch relates very closely to the word Patriarch(Matriarch for motherly for you sister's though I don't know how that works myself with leader figures.). Not to mention yeah they are a bad ass they are the most bad ass of bad asses to be bad asses and he was an X Marine and I like X Marines cause they are X color and believe in X. Its a person that is better then you greater faster stronger and did something worth doing and now they are gone cause of whatever reason and there badassitry(making words up now) will last forever threw death.

See, Sanguinious get stabbed really bad and died.
Horus got stabbed, had his soul obliterated, and was generally erased from existance.
the Emperor could potentially have grabbed Sanguinious's soul, Horus's soul was erased from existance. It wouldn't even have entered the Warp for potential renewal by the Chaos Gods.

well actually the blood angels are always on the look out for the "Pure One Reborn" who is able to weild the full powers of the Spear of Testeo. it is said that a blood angel may be a host for Sanguinius' soul and sprout wings and such. they have had it happen once, but that was due to Chaos influence, and another Blood Angel used the Spear to Destroy a greater deamon.

in Inquisitor, a Space Marine can take a krak grenade, pull out the pin, eat the grenade, throw the pin, and the thrown pin will actually kill a normal man, whereas the Space Marine won't even have indigestion. This has actually happened in a game. Hell, a marine can throw his bolt shells and do more damage than by shooting his boltgun |

As others have said: Sanguinius is DEAD. DEAL WITH IT. Yes, there are literary devices via which he could come back to life (zombie, magic, time travel, etc.), but the fact of the matter is it WON'T happen. GW has gone to great lengths to eliminate most of the (loyalist) Primarchs from continuity. They are beacons of light and hope that don't fit within the grimdark setting of the 41st millenium.
