Id like to make a list that provides tactical options during the movement phase supported by EITHER maneuverable fire power units OR war machines. Which army has the most maneuverable Core units? Creating this effect through magic is acceptable, but not preffered.

'Ere an dere

Sounds a bit like Wood elves or perhaps dark elves to me. Dryads and glade riders are undeiably very maneuverable, with skirmish/fast cavalry and high movement.

Wood elves don't get a penalty to shooting from moving either, so that's nice...how are dark elves maneuverable though? Almost every army has the options for a fast moving army...it really depends on how you build your list. I think by naming off armies that definitely aren't maneuverable, you may find it easier to find the one you're looking for.

Lizardmen (unless you're all skinks...)
Ogres
Beastmen
Daemons
Skaven
Tomb Kings
Vampire Counts
Warriors of Chaos

That leaves:
Bretonnia
Dark Elves
High Elves
Orcs and Goblins (goblins, orcs don't really fit what you're looking for)
Wood Elves

So really, I hope you like playing elves, cuz they're really what matches your description. I would say WE is the best choice, but you said you wanted war machine support, and they have none. Dark Elves and High elves have good magic, and lots of ranged units with high BS, but their warmachines kinda suck it. Honestly, I would suggest playing Goblins. They can take Goblin Chariots as core, Goblins can take bows, Wolf Riders are fast cavalry, and you have the craziest and most numerable war machines in the game.

UberhAxTHC, how are you claiming Ogres aren't manouverable? The base move is 6. They might not meet the other criteria for war machine support, but no army has much in the way of move and shoot war machines. In fact, Ogres are about as close as you're to get to that, with their leadbelchers.

In my opinion, the following armies are, at their most basic, quite manouverable:

Bretonnians
Ogre Kingdoms

The following armies can, with the right selection of units, be VERY manouverable in the Core section:

Dark Elves (Dark Riders)
Empire (Knights)
Warriors of Chaos (Warhounds, Marauder Horsemen)
Lizardmen (Skinks)
Beasts of Chaos (Warhounds, Minotaurs)
Wood Elves (Dryads, Glade Riders)
Tomb Kings (Chariots, I THINK Horsemen)
Orcs & Gobbos (Wolf/Spider Riders, are Boar Boyz also Core?)

Don't discount Beastmen. M5 is pretty solid and you can have skirmishers as core in ungor raiders. The bad thing is they can be taken in a max unit of 10. But they cost 6 points per model. Another thing that adds to their maneuverablility is the ambush rule. You can have 1 unit ambush as long as you have a unit of equal size not ambush. But with 8th edition rules and no restriction on core and duplicates you could field 20 units of 5 with musicians for 660 points with 10 of them being ambush units. This leaves you plenty of points for lots of other things and will fulfill your core obligation through 2500+. You could then grab some 5 man harpy groups at 55 points and Razorgors which are awesome for 55 points a pop as well.

I was thinking of Goblins actually, specifically Goblin Wolf Riders with Bows (growlers) - large 30 at least. Another 2 units, one led by Githilla with spears. Supported with spearchuckas and lobbas.

I would have to say that Bretonnia fits your description best. They are the army that most heavily uses cavalry. They can also field Trebuchet support (which are among the better warmachines in the game at the moment). The only disadvantage is that cavalry is fairly overpriced (points wise) in 8th edition.
