Just out of curiosity, what battalion box do you think is the strongest overall? Like if you had to fight a battle with nothing but the contents of that battalion box, which battalion box would win an overall round robin tourney?

Not in a particular order but something like this.
Lizard men
Vc
Woc
Maybe the tk one.
I would go with Woc since you get more points giving things marks and they can be more effective.

Ogres. You can't really beat that many ogre bulls at that point level, and you can build nothing but ogre bulls with the battalion box along with characters.
Fortunately, depending on the points, you may not even be able to field an ogre army with just the battalion because the characters are so expensive.

I would take a dwarf batallion but that's just me. I mean looking at the other armies choices, it seems to me that an organ gun would be pretty good in against any of them.

I gotta 2nd the dwarf battalion. You could make both a Organ Gun and Canon, though a pony cart from the Skull Pass or Miner kit would be ideal for putting a cannon or organ gun on. Here are 2 lists I made, 1 maximizing points and the other for a 1k list.

Runelord -RoBalance -RoStone -RoPreservation -RoResistance -RotFurnace -Shield – 243
29 Dwarf Warriors -Longbeards -Great Weapons -Full Command -MRoGrungi - 452
14 Thunderers -Shields -Full Command - 235
Cannon (RoForging, RoBurning) - 130
Organ Gun - 120
1340
Thane -BSB -MroGromril -RoResistance - 140
Runesmith -RoSpellbreaking - Shield - 102
28 Dwarf Warriors -Great Weapons -Full Command - 305
12 Thunderers -Shields -Full Command - 205
Cannon (RoForging, RoBurning) - 130
Organ Gun - 120
997
The 1st list would kind of hurt from a lack of big blocks but the 2nd list would be quite effective at 1k. Both would require using models from the Thunderers and Warriors as crew for the 2nd war machine.

I assume based on the OP you are to convert them from the battalion. So if that is the case the Ogre one would be good too. 6 bulls, 4 Ironguts, 2 Leadbelchers, convert the other 2 leadies into a tyrant and butcher and then have 24 gnoblars which you could use a few as some trappers, if you were able to get ahold of some more bases you could have a good amount of fighters and trappers.

I guess my question might be more clearly rephrased as which battalion box contains the most powerful set of models, as is, unmodded, but ignoring normal army composition rules such as having a general and points limits.

nah I just meant using the models to create units/characters they weren't intended to be. Non-wysiwyg stuff like marks or battle standards to me isn't modding. Nor would switching weapons around, provided all the weapons options are actually included in the battalion box.

Well, model per model, Warriors of Chaos, thanks to their insane stats.
Most powerful Battalion though? Dwarfs. Organ Gun, Rangers and 32 Dwarf Warriors. Yeah, good stuff.

The box is getting redone, but only 1 change. Gnoblars are swapped out for 2 more Ironguts and thats it. 16 ogres total(6 bulls, 6 IGs, 4 leaddies)
