Haemonculus, 4 of them giving 4 units FNP. This doesn't make them more dakka, but makes them more survivable.

l0k1 the things I am mainly want a shooty hq for friendly games. I don't want to cause offens but if I wanted survivability I wouldn't need to ask for a hq load out.

As far as I've seen, DE don't really have very shooty HQ:s. Suppose you could take an Archon with Blast pistol or a group of haemonculi with hex rifles, but that's about it.

Its a rather strange request really, tbh other than Tau there aren't really any armies which have shooting basing HQ characters (Guard get shooting based units for HQ, which is slightly different), all HQ's tend to be support or assault based. For DE the closest you are going to get is a Haemonculi with Hexrifle (cheap and annoying on top of its main support based role) or giving an Archon a Blaster, which is gives you a pretty reliable anti tank shot for 75pts but really doesn't work that well with any other regular Archon build because you lose an attack.

If you are asking about HQs to go with a shooting based DE army then that's a different question. The most common is the Haemonculi, simply because they are cheap and FNP is always nice. The Baron gives +1 to go first, which by itself is a reason people take him in firepower lists as long as he has somewhere to hide (as in its not completely vehicle based). He also gives Stealth and Defensive Grenades, which are a nice bonus for shooting units. Malys is also cool for shooting based armies, because of the options for redeployment she has. Vect is a nice bonus in a shooting heavy list, but far too expensive to justify just for the 4+ to seize.

DE HQs for shooting armies:

Duke (Big boost for a single unit, can DS Venoms in later turns)
Baron/Vect/Malys (all of whom have the same general boost of making your first turn more efficient)
Archon w/ Blaster (plus extra goodies to keep him powerful in assault)

Those are really all that you can have, other than the Haemonculi suggested already. Also keep in mind that with an Archon (or Vect or Malys) you can take a Court of the Archon, which gets you more splinter weapons and a couple template attacks, plus an extra Raider. Losing one attack on the Archon isn't all that bad when you realize that he's the reason you're able to open up the vehicles and assault anyway.

That is mostly, but not always true IMHO. You forgot to mention Ork Big Mek with a Shokk Attack Gun and Space Marine Master of the Forge with a Conversion Beamer.... sorry about being off topic...

Why buy expensive 40k at retail price?

See the link above and get decent 40k armies for a decent price.
