I tried looking for something similar a few months ago. If you want to go the pure GW route, you won't be able to find a left-handed lightning claw for a non-terminator marine, unless you go with Space Wolves. The Space Marine commander sprue has a lightning claw for the right hand, and you can find a metal right-handed lightning claw (with shoulderpad attached) in the Space Marine Veterans MkII set.
Hope I'm wrong on this, but I think your best bets are either the plastic and metal claws, the SW claws, or converting termie claws.

You have two options, that I know of, a.) dig through a number of SW sets, or b.) find L&R power fists for your infantry, and just add the claws on top.
I am not sure, but it might do to try the finecast version of the chaos raptors too. I love the sargeant's lightning claws (assuming thats what they are)

Nah as of yet the Marine vets have held off the forces of the Dark Mechanicum and their intentions of converting them to failcast. Hopefully they will hold out for a good while yet.

Probably better off using the Termie Claws anyway. Just remove them at the joint and mount them to standard arms. I do it with AoBR Powerfists.

Yea the termie route is tempting because they would have that oversized "i'm going to mess up with these" look.
I found some nice forgeworld ones from a pre heresy chaos marine so i might do those

Termie claws are sooo easy to fit to a marine, literally just reducing the shoulder size does it and the look pretty snazzy.

I believe it is a one piece model though so unless you want that exact fig it won't work.

I made my PKs like that, I can see it working for litghnign claws too. Ork choppas and sluggas pack arfe 5 buck on ebay + shipping.

And Serder, I do like that model but what I'm using them for is BA AS sergeant. and at 13.25 bucks that's going to be expensive. I'm looking for the bitz mostly.

Take the combat knife and cut the handle off (leaving the blade and the flat end piece). Glue 3 of those to the end of a Power Fist.
An alternative (just thought of this..never tryed it) would be to take atermie LC and chop up the shoulder so it is nothing but a rounded nub. Glue a standard SM shoulderpad to this point and attach to a standard TAC Marine model.

DO NOT Apply terminator lightning claws onto your power armor models. It stands out like an eye-sore, the scale is slightly off. You CAN however slice off the fist and swap it over, onto the end of the elbow joint on the PA marine.
If however you insist on using terminator claws directly, then don't worry about adding any pauldrons. Just take some GS and sculpt rims directly onto the shoulder of the lightning claw arm. It's bulky, enough as it is, it's shape is a bit off, but it's good enough as is.
