Sorry if this is in the wrong place
So my mate thinks that you can use a HQ like marneus calgar use all of his stats but just change his name now im pretty sure you cant do this
Does anyone know the right answer?

This is not only allowed, it is encouraged in the Space Marine Codex. See the box on pg 127 "Ultramarines and other chapters".

Several codices - among them, Blood Angels, which is the one I have handy - openly state that you can use the stats of an existing character but make up your own name, background, paint scheme, etc. You could probably even make or mod your own model, provided you obey the rules of WYSIWYG. For example, I could use the stats of the Flesh Tearer Chapter Master Gabriel Seth as the extraordinarily badass Captain Luigi Veritas of the Blood Angels. I could then use a model that began its life as a Sanguinary Guard, but with Seth's chainsword grafted onto the hands and a Space Marine Captain's Iron Halo attached to his back. As long as I follow the rules, it's my business.

The only restriction is that you keep everything from the same codex. You can't mix a SW special character (even with a new name) in a BA army, or DA SC in vanilla SM, or anything like that.

Of course, it doesn't have to be a completely new chapter, either, I use a counts-as Gabriel Seth conversion occasionally in my Angels Sanguine army. Angels Sanguine are listed in the BA codex as a successor chapter, Seth is the Chapter Master of the Flesh Tearers. Essentially, no matter what chapter, legion, warband, craftworld, kabal, tomb world, etc etc etc., so long as it's all from the same codex and has the correct wargear modeled ( WYSIWYG), it's legal and usable with the rules it's written with. Keep in mind, that's only referring to the rules though, there's nothing keeping you from using the actual, physical, plastic, metal or resin model from the SW line, for example, and calling it Marneus Calgar, so long as the statline and rules are all unchanged. Again, WYSIWYG is key here, though.

Its correct that as long as the stats and rules remain the actual name or even image of the character isnt really that important (as it doesnt really effect the game short of story / customization) So long as he follows its original in the codex to the fine line.
In short: no editing rules, no editing stats , no sandbox, no mix and match with other characters, (as mentioned above no army mixing (IE Black templar with Ultramarines or even SW with BA)
If everything is as it is with the original, only different name and maybe a customized model then no harm done.

It's allowed I do this all the time using Kor'sarro Khan in my army but I don't play white scars. Just make sure to tell your opponent what your guy is using for his rules.

This raises an interesting point. Can you use characters from different chapters but the same codex in the same army? IE could you use Lysander and Calgar in the same (Crimson Fists, say) army using the SM codex?
OR Dante alongside Seth?

Yes, for the exact same reason you can use any of the named Characters in your own Chapter. Automatically Appended Next Post: The codex even considers the possibility by explaining what happens if you wind up with multiple versions of Chapter Tactics in your army...

Ok firstly im sorry if i annoy anyone with raising this Thread but i do have a genuine question in regards to a chapter of my own creation i am working on.
Now my Chapter is Called " Angels of Ultramer" im pretty sure you know where im headed with this.
From what i have read above does this mean with Marneus Calgar Model just the stand alone finecast one if i do a little modding to him i can use him as my Angels of Ultramer chapter Master /Commander
- Grand Master Zion of the Angels of Ultramer or am i restricted to using only the Blood Angel Hero models from the blood angels codex

as long as it is WYSIWYG you should be able to use whatever model you want to represent 'Grand Master Zion of the Angels of Ultramer' and Holy Necro Batman.... P.S. just open a new thread and let old threads die, I realize it is getting closer to Halloween, but we are still over two months away
