Alright here is a question.
Can passengers and transport vehicles shoot at different targets?
Ex: If thier is a group of 4 true born with blasters in a venom, and the true born shoot at a nearby
land raider, can the venom shoot at something else?

They are different units and so can fire at different targets.
They can't fire (without some rule saying that they can) if a vehicle moves more than 6'', and if it's not open topped they are limited by it's fire points.
In your example it's fine for the venom to aim at one target, and the trueborn another.

Insect-Infested Nurgle Chaos Lord

You can't fire heavy weapons if you are in a moving vehicle, as you count as moving. You have to be stationary to fire Heavies.
Rapid fire weapons are fine.
This applies to all vehicles, fast or not.

No. Fast vehicles alter how THEY fire, not their passengers. You have still moved a vehicle, and therefore the pasengers count as moving.

Unless you are relentless, then you can move and shoot heavy weapons.

They are power weapons that always wound on a 4+.
Same mechanic as poisoned weapons, but it doesn't actually say that they are poisoned (so they're not, officially).
Odd really, since the Ork Runtherd's shock-stick is a poisoned weapon, but then enough fried grot guts would poison anyone..
