I have been looking at getting my first evil WHFB army. All my armies for Fantasy have been forces of good so far and I think it is time for a change. My armies so far have been HE, Dwarfs, Lizardmen and Bretonian. I am looking for an army that would be low in model count but more importantly financially cheap-on account of no job at the moment. I have looked at WoC, Daemons and Ogres. Opinions and help appreciated, cheers guys.

Well Ogres aren't evil really, in the BRB they're neutral.
Are you talking more aesthetically like you want a brutal looking army or an army that are on the forces of destruction?

I'm looking at Ogres when the new book comes. In their old (ie current) incarnation, you can get to 1000 points with 1 Battion box, so they tell me...Dunno how "evil" they are though..

If you read the Ogres book, they're hella evil. It's just they wanted to make SOMEONE neutral. Like TK are neutral? Switzerland is neutral. You don't see any Tomb Princes spending their time making clocks.
But I would wait until the new book comes and see if it's up your alley. The best bet is getting some army where you can get a lord/hero that is super high in points.

Lords and heroes high in points hmm try woc.
A simple lord build will be around 400 ish
Hero 200+ good times.
Warriors 16 points a guy at least plus a mark and a banner.
Add some knights and those guys are a 250+ points for 5 guys.
Noticing a pattern?
Still if you go ogres wait till new book.
Tk so ya when do they actually get out of bed those lazy bums oh someone stepped on my lawn.
Tk wakes up rages wakes up the whole neighborhood and scream "Get off my lawn you young whipper snappers" in a language that no one understands. Then he goes back to bed.

Eh, Ogres aren't evil at all. They just sort of live to eat because their god makes them eternally hungry. So either it's go out a kill things to eat or starve to death. They are a brutish race to be sure, but they aren't evil by any means.
In some ways WoC aren't really evil. They just do what their gods tell them to do, and don't think too far into it because godly affairs are beyond their understanding. At least this is all according to the old hordes of chaos book I have.
Even dark elves could be considered not totally evil. They're just sorta pissed and bitter towards the high elves.
In regards to evil armies I'd say only VC, daemons, and possibly O&G.

Ogres are just really hungry and do what they gotta.
No WoC are evil that army book just shows how evil they are. Selfish and all that good stuff blood thirsty. Khorne warriors are not just angry because of khorne they try to make khorne happy since they are angry as is and ya.
The older book they wernt as evil the new one is well ya they be angry.
The DE are angry but didnt they start the whole fight thing in the first place?
O&G are green skins they punch stuff and spread thats what they do not evil very slow and dumb lets go with that.
Daemons also dont know they are not nice but ya they are the servants of the dark gods they are evil not questions.
VC also angry and evil.
Beastmen are actually quite angry since the WE are mean to them and so is everyone else so they do evil things to get even.

Ah okay. All I can really vouch for are ogres and VC. Also forgot to mention skaven. But yeah in my hordes of chaos book they talk about traders from the north, and there's this page of fluff about how a guy and a man from the north are sharing a meal. They talk about chaos spawn, and how the northern guy knows them as people touched by the gods, and how his people take care of them by bringing them food while they live in caves in times of peace. The other guy tries not to offend him and explains that they just call them chaos spawn and all that.
