OP asked about the TSA, my point is prudent in the wider scope of the question of the intent of the
OP to travel via air with paints !
The Airlines them selfs have own rules what you can take on planes, Paint is often a no no .
The primary reason is criminal/paint damage to the airline interior , other travellers property and clothing, either by you been big fingered, an accident or otherwise.
As you indicated some "strange" people work at desk's make up a "no" if confused.~
I would rather check with the airline proir to travel than have an incident/accident, find out I breached some supid rule , get ejected/arrested/sued etc., plus been able to point out where on thier own rules that I CAN carry it on, if specified
