I'm just starting an IG army after 15 years of Space Marines. What model is the official Veteran model for the Cadians? Or is there not one? Do I just use Cadian shock troops and call them Vets (because vets are troops choices). Or do I use Cadian Kasrkin troops? I don't have my codex on me, but I can't remember them being mentioned in there.

There isn't an official model.
You can use what you find appropriate...
So stormtroopers might be appropriate for Carapace vets.

Pouches, Knives, Grenades, and more pouches.....cut all of those large double pouches from the SM kits in half and past them wherever you can find space on the torsos of your Cadians. Also i often put Catachan heads, or use Catachan legs on the Cadian torsos to give them that less regimented look....In the Codex it says Veterans have special weapons, an extra grenade or two, so thats how i represent it.

I do not discriminate....all races are equally worthless....

That's it in a nut shell. Have a look at the forgeworld veteran upgrade kit - they have extra bits and bobs of kit and look a bit more grizzled than usual.

FYI - Karskin are armed and equipped as storm troopers.

Haha, just kiding! Well, forgeworld has some nice bits for Veterans. Kaskrin are a nice idea, but they don't have many of the vets' wargear. You're better off using bits form other models or just greenstuff to make some things that bring them out from the rest of the guardsmen. Scars, dented armor, medals, markings in the helmet, enemy heads in the base

I just used Catachan bodies (the one's with shirts and vests) and legs with Cadian arms and SM Scout shotguns.

Vet

Standard Guardsman

Gives them a bit of an irregular look compared to the buttoned up Cadian figs.

Basically, Vets are one of the units you can do almost whatever you want with for minis so long as you differentiate them from your standard troops.

Anything from a different isignia on a regular shocktrooper, to a stormtrooper, to a custom of your very own.

I think I got the idea from someone here, but rather than just attaching it to cadian hands, I filed down the scout shoulder pad to cadian dimensions.

I used some bits from the WHFB Empire millitia box, some Catachan heads and some stuff from the SM scouts box(heads & grenades).
I also used the "sunglasses" head from the heavy weapon squad set. Cos' only veterans are that cool.
