In everybody's opinion, which space marine legion, or chapter, is most similar to the U.S. Navy SEALs in terms of equipment, missions, etc.?

Shrike's raven gaurd, stealthy and quick raids.

Well, if we have to go here I'd agree and say the Raven Guard.

Although, depending on which side of the barrel you've viewing this context the SEAL's might be the Alpha Legion...

Excellent feedback, just keep in mind, Raven Guard are actually a very under-equiped legion, and theyre gene seedis badly damaged as a whole, Navy SEAL's recieve the best equipment, and the most proficient training available in the world, and they can be deployed in almost any type of scenario

this is true but the only other chapter/legion that excels at stealth missions other then the Raven guard is the Alpha legion.

Arguable.
Anyway, it would probably be the Alpha Legion.

and even though the Raven Guard are under equipped they still have very excellent equipment and it is still the best of the imperium compared to IG.

Alpha Legion would prolly be even more under equiped and have even older equipment then the Raven Guard.

How? Navy SEALS work for the us. They don't rebel, or attack the general public. whereas Chaos do. True that alpha legion do not go on the full frontal attack, but still.

The Raven Guard are said to use older versions of power armor due to the lack of more advanced ones available

So? They still outclass most of the imperium.

Yeah, because guardsmen have better equipment than space marines.

SM rarely do that same missions as a Seal team.
Storm troopers often do the same missions as a Seal team.
Storm troopers have identical equipment to SM apart from bolters and PA.

Navy SEALs equipment is similar to but better than regular infantry - this is true of storm troopers and not true of space marines who use completely different equipment.
SEALs are regular soldiers but better trained and more highly motivated - this is true of storm troopers whereas as space marines are genetically enhanced super warriors
SEALs work to support regular infantry and rarely take part in major engagements on their own - again, ST yes, SM no.

SEALs are not like Space Marines.

In terms of tactics, training and equipment they are. Also, Imperial forces see it as their duty to kill the civilians of xenos/renegade worlds, so it's not as if they're much better.

Post-heresy, astartes warriors are considered to be gods in the eyes of regular Imperium forces. They have an unbreakabe fortitude, know no fear, and will fight to the death for the Imperium itself, and also have unbelievable training, and regard one another with the highest esteem and sense of comradery. They are also not usually involved in all out battles and assualts, many squads within chapters are sent out to planets to take care of specific problems ie: xenos, chaos, etc. , also the way they are described in novels such as "Brothers of the Snake" they ae so elite that in some cases, one astartes will suffice in completing a mission, whereas an entire squad is capable of securing an entire planet, seeing all this I'd say in many casesSpace Marines are pretty similar to Navy SEALs

If the US government was failing it's people and embarking on a path which would lead to the ruin of the nation would they support someone that was trying to fix that?

Yeah Storm Troops are the most similar to Seals, but if you insist on SM then look at any chapter's Scouts.

Wolf Scouts in particular.
The rest are newbies, but the wolf scouts are veteran marines that set aside their PA to be better suited for their missions.
