Lets be honest lasguns blow especially against SM. FRFSRF can help but still isn't enough to get past the 4T and then the armor imo.
With the extra 35 pts you could add a commissar to the platoon or one of the infantry or take bigger guns. plasma vs flame, gl, or sr. platoon w 4 plas + melta = 270 vs 9 flame gl s at 260

You wouldn't take Vets for the Heavy Weapon but if you find yourself with unsufficient ability to engage multiple targets in a Mech Vets list, Autocannon HWTs are only 10 points ea. and add a lot to first-turn-sit-and-shoot from your Chimera. They also give you some other bonuses: It's a free wound, when your vehicle gets blown up you're less likely to have to take morale (9 to-wound rolls and a free wound vs. 10), and it allows you to disembark farther from your vehicle if you need to.
I've always run it as Infantry Platoons = Powerblobs for screening. Veterans = Mechanized Special Weapons troops, possibly with a HW.

I recommend the third option:
30 man platoon with the heavy weapons in the squads, no separate HWS.
If you go with 3 autocannons and a commissar, that runs you 245 points. However, plunk this unit down in cover on your home objective, and they are going to be a huge pain in your opponent's rear. They are almost impossible to dislodge through shooting, and you have a ton of ablative wounds for your heavy weapons.
The way I run this, to much success, is the platoon command squad gets 4 flamers and goes off in a chimera to fry things. The infantry squad has again 30 men, 1 commissar, 3 autocannon teams. The commissar and sergeants all have power weapons. Sometimes I add grenade launchers to the line squads if I have extra points.
Again, I sit this unit on my home objective, and my opponent can either try in vain to shoot them off, or assault them and get bogged down, eventually losing due to the mass power weapons. Make sure at least half the unit is in cover as well.
The only things that really worry me are super powerful assault units that can wipe me out in two turns, such as a full squad of berzerkers. However, with clever deployment you can really force the enemy's hand, if they are an assault heavy army they HAVE to get to your blob and kill it, so put stuff in the way, put the blob as far back as possible, have a counter-charge unit, etc.

Should I not be worried that the platoon would get caught in an assault and by the luck of the draw lose by one role ( even with stubborn) fail on leader ship twice and then be killed by a sweeping advance?

The chances of failing on re-rollable LD9 is around 7%. That's about as consistent as you can get in this game, so I wouldn't worry too much about it.
Honestly if you want to field Heavy Weapons they should either be embedded in a platoon with a Commisar (as described by lledwey), or you should take Heavy Weapon Squads en masse, preferably with a Lord Commisar or Regimental Standard to keep them from fleeing.

take CCS with creed and kell,
take 1 platoon of inf and powerblob, to use 'for the honour of cadia!' later, that platoon then takes 3x3 lascannon heavy weapon teams. can use 4 orders, so 3 can be used for the 3 squads of lascannon teams! and one for making the blob run faster. Keep creed and kell nearby the hvy weapon teams, and maybe give the CCS camo cloaks to give them 3+ cover save. Kell, with his standard, will keep all nearby squads in line for sure!
the platoon command unit can be fitted with 4 flamers, commissar with Pfist, and platoon commander with Pfist as an epic counter charge unit.
this set-up in general will cause extreme pain, and with careful movement and setup, will work wonders. obviously throw some more stuff in there for taste, like more scoring units (a few seperate naked 10 man inf squads will work, or vets in chimera with x3 plasma and x1 ML)

S3 = the average off of which all other weapons are set. Naturally compared to bolters or special weapons or funky alien weaponry then yes they will be comparatively poor quality. But as a certain Russian said "Quantity has a quality all of its own". Which means load up on them, swamp the enemy with bodies. The more you have the more effective they will be if that’s what you want, but as I said in your other thread if you are basing your tactics on Lasgun fire you are doing it wrong. If you want 1 shot 1 kill weapons you might want another army than Guard.

Give blobs special weapons to keep them mobile, PW so they can do damage in melee, commissar so they will hold.
And then have the HWTs by themselves, so they are not tied up if your blobs get into CC. Screen them with blobs so they are well protected.
The guard's 1 shot 1 kill weapon comes in the forms of special, heavy and vehicle weapons, not in what the basic guys come with. Those are poor, but when mass they just might do something.

With Guard BS I would suggest it is nearer to 3 shots 1 kill.
Ergo the reason for quantity and/or multiple redundency.
