Hey guys just wondering, I know the skyray is crap in the current edition of 40k but was wondering as a model does it come with everything to fit out a rail head etc.

No, it only comes with the parts too make a skyray, the hammerhead set is what you want.

Correction, if you buy the skyray box you get enough to make the following:

A devilfish
A hammerhead with either ion cannon or railgun
A skyray

YOu can even make the kit modular, using it as both Hammerhead and Skyray types. So basically you get the Skyray sprue for free.

This is correct, no Tau player should ever buy a Hammerhead box. Buy Skyrays!!

Agree with everyone else. Skyray makes everything and they aren't actually that bad. They are the cheapest mode of markerlights in the tau arsenal and are quite durable. They aren't super bad like vespid it just depends how you play them. Of course the hammerhead and broadsides are always a better choice. So comparatively speaking they are decent.
