At 1000 points, would it be more prudent to fill out two, 30-Ork-strong squads and have 8 Lootas, or make it two, 25-Ork Boyz Squads with 12 Lootas? Of course, each has a PK BP Nob, and I have a KFF Big Mek as well.

At 1000? I'd say 3 20 Ork mobz with the PB&Nob, with however many Lootas. 1000 points means your opponent isn't really going to have anything you'd need a whole 30 Boyz for, you have more Powerklaws in the list, and it's easier to win objective based games. 20 strong is plenty strong, really.
However, remember if you're going foot, to have them be Shoota Boyz. Might want to stick a Big Shoota or two in there as well.

I would spend the extra 4 pts per model for the 'eavy Armor for the slugga boyz. if you are having them go by foot. Gives them a better chance to make it down the field.

At 1k pts i`d have:
2x 20sluggas, 1x 20 shootas, as many lootas as i could get after the mek.
drop pk from shootas, b-poles everywhere.
Stick mek with shootas, lootas in cover, Rokin :-)

AnvilDudes is pretty solid. but...how many points do you have to use?
If you're only looking to use the 605pnts you listed, I think I added that right, 2x25 with 12 lootas, but generally I think the question I really want to know is what else are you fielding that you are using the orks with?

Of course, some things I've been thinking about was dropping 10 boys total and replacing with 4 Lootas, or possibly dropping a Loota and the Attack Squig to add two powerklaws onto the Nob Bikers, instead of Big Choppas. The basic plan for the Army is Green Tide the hell out of Infantry, and use the Bikers for anything like Vehicles. Lootas, probably shoot the crap out of weak tanks/Infantry/MC's.

As far as your initial question, at 1k points, I think the 25 boyz units and more lootas would be preferable and more versatile.

I've run a list like that, I stated somewhere once, that Nob Bikers are amazing but I found less than five of them and they have trouble performing for some reason. Wound Allocation is probably the reason.
In such a case I don't know, I still like the 25x2 but your plan incorporates a, more the better feel to it. I have seriously run a list just like that. I won with it if it helps. Nob Bikers died on turn 2. Boyz won the game by objective holding, two inch spread is ridiculous.
Yeah I'd say go down to 25 and up to 12. Use five of your points not used for a BP on the nobz just so you can wound allocate and/or maybe throw in some BigShootas since your running shootas anyways.
