That's a lot of slaves you got there. I think I see where you're going with the theme. There are just a few changes I'd make:
The warlord can't have 2 types of magic armor.
The BSB needs some protection. Naked with a magic banner isn't going to cut it on w 2W T3 hero.
Drop all the great weapons. Striking last is a waste of the high I of skaven.
Warpstone tokens are ok, but I think you could drop 2 of them from the 2nd warlock for a dispell scroll.
Drop the rat swarms, they are horrible. With the Unstable rules, they won't last a single round of combat.
Use the points from the swarms to get a WLC. The thing is crewed by slaves anyways, so you could always just say they stole it.

Oops, sorry; I kept thinking he was T3.
I'd get the Silvered Armor for him. It's a solid 2+ save, so it should keep him safe from quite a bit. It's also just cheap enough to let the BSB carry the Ironcurse Icon too, for a little added protection from war machines.
Tail weapon+AHW+poisoned attacks can work well, gives the hero two more poisoned attacks, but not so hot against troops with decent armor saves.

I guess I'm just trying to figure out what you plan to actually kill enemy units with, once the WLC/Doomwheel are gone.

Incidentally, I usually run Talisman of 4+ ward + Charmed Shield on my BSB.

Each to their own and if you enjoy playing it... cool. I echo that it lacks punch, maybe go with some stormvermin as they match the blocks of troops but can fight?

Honestly, I don't think that works, not for skaven anyway. Armies that have shadow magic or other augment/hex heavy lores can make sub-par cheap core troops work. Neither skaven lore really has what it takes to make our troops better - I'm currently pushing death frenzy as far as it will go, but with no way to increase strength or decrease enemy toughness I'm finding it slow going. Slaves though, at 2 points a model you're not being overcharged for junk stats, and will have plenty of points left over to buy things that can actually kill. So I'll echo other people's comments: use some of those core points to pick up things that can actually kill

How do you feel about spamming chieftains? 47 points buys you a chieftain with halberd (62 points and he's got poison too), buy 5+ of those dudes and load out the front rank of some of these clanrat / slave buses. Suddenly you've got 15 poisoned attaks (10 more with death frenzy), and the unit fighting back has to allocate to each chieftain, denying CR into the clanrats / slaves behind the heroes. It's a cheeky page from the goblin book but hey

that's not actually a bad idea, (and whenever I play common foot goblins, I will do that lol-i don't count the spider goblins, those I just need one more unit of spiders and 2 arachnarok's and its done lol

The only suggestions I can make are to make it more fluffy, ditch the Doomwheel and WLC (as they wouldn't be available to slaves) and take plagueclaw catapults (crude ones made on-the-fly by the slaves).

Perhaps get more giant rats in there?

I wouldnt trade the WLC for a Plagueclaw catapult. The catapult is really meant to take out hordes of weaker things and since your army is basically a horde of weaker units they can take care of that already. The WLC works great at taking out other warmachines, elite units or monsters since it ignores armor saves and it causes D6 wounds.

If you wanted something with more of a punch rat ogres would work since you could say the skavenslaves identify with the mistreated Rat Ogres and now fight alongside them now that they are "freed"

Get some Mortars for your clan rats. Have them "Manned" by revolting Nuln crewmen using half destroyed Empire Mortars. Use lashed-up trebuchets with slave-brets to replace plague claw catapults. Use revolting handgunners using captured jezzails for a jezzail team. It can be done
