Hi guys, I have literally no idea what I am doing here.

All critisism accepted, but I do what to have a core of gunners. I also don't want to have all gunners

A lot of this is just doubling up.

Captain - Handgun, FPA, Shield, Battle standard

- sits in a squad of rifles, offers a bit of oomph in combat. this unit will be at the front line.

Battle wizard.
- level 2.
- lore of shadows
- movement limiting seems like a good idea for a ranged army. Models with M1 or M5 sounds really annoying.

1 priest Heavy armour and shield
for extra dispel and to make swordsmen squads that little bit more resilient.

2x 20 handgunners
- marksman
-- longrifle
4x detachments - 10 handgunners [2 each]

30 swordsmen
- FC
detachments - 10 handgunners
detachments - 10 halberdiers

Knightly order, lances, Full command

3x great cannons
2x mortars
pistoliers - flank protection and a little extra mobile firepower.

Steam tank

Strong list still might be a little room for improvement but you are going to need a dedicated empire player for that.

Damn I cant wait to the GW legal team codex comes out now there is a dex that will conquer all.

It's a pretty solid list, but:

I'd try and squeeze in 2 units of 5 knights.
They have the charge range to hit and take out small fast units that will rape Move OR Fire gun-lines.

You might also want to build towards a steam tank as the rare choice.
It will lock down a flank better than anything. Losing the hellstorm will pay for part of it, I'd ditch the metal wizard to help out on the STank. STank can play defense against those pesky gutter-runners.

Get a dispel scroll or seal of destruction.

As with any gunline, you're real problem will be skaven with a storm banner.

looks good, give the knights great weapons, I3 lances arent worth it IMO.

BSB cant take a handgun(sorry to be picky)

Also the rod of power is worth taking, the potential of 3 extra power/dispel dice is too hard to resist.

ULTRAMARINES LIVE LONGER WITH CALGAR!

Blood Angels-2000pts
Tau-1000pts
Empre: 2400pts
Warriors of Chaos: 2000pts

errata states all bsb can take all equipment options. forget your army book.
one steam tank makes a big target. prefer flagellents to hold up units plus volley gun and helstorm.
even if the volley gun doesn't fire its a great detteremt

It takes a lot of fire power to drop a steamtank. If you hold back and defend the flank, their isn't a whole lot that's going to kill a steam tank. If an opponent is firing cannons/stone throwers at it; great. Kill his with your cannons.
IMO, the 15" charge of a steam tank (no dice for distance, you know you've got 15"), doing 6D3 S6 impact hits is a much better deterrent than a volley gun.

I really like the idea of the of the volley gun, I really do. It has the potential to feth gak up. but the problem is, it doesn't deter opponents, it doesn't cause them to break and run and it does blow up a lot.

I'd prefer a breath weapon and a cannon, personally. [I consider the steam gun on par with a breath weapon.

and, Matt, don't you charge the amount of steam points you pay? But if I use only three, then I'll only get 4D3 impact hits?

o'ccourse, if I do that, I'd use the cannons or the steam gun

Am I allowed to spend 4 points and use the cannon twice?

and, if I move, can I not shoot anything?

You spend steam points to be able to fire the cannon; it doesn't let you fire multiple times with more points.

Don't fire the cannon. Ever. A misfire does D3 wounds with no save. Better to sit back then charge. If you generate 5 points, you do 6D3 impact hits. Personally, I'd just generate 4, so you have no chance at failing. 5D3 impact hits does enough.

Steam cannon is situational. Strength isn't high enough to make it worth the steam spent, I'd only fire it if I needed to move and had the spare points.
