My thought was that before any blows are struck, you have to declare which models are assaulting which models. My friends contention is that you dont have to declare which model you are directing your attacks at until that initiative arises. So ...
No. You figure out which targets are engaged at the beginning of combat. You decide what targets you chose to attack when your initiative step comes up (page 41 under 'Attacking')

2) Since it was a multiassault on an IC and vehicle... you can't be locked in combat with a vehicle. So, since the palys were locked in combat with the IC at the beginning of the assault phase... The IC is killed by Crowe at I10. The palys are no longer locked in CC with the IC since he is dead, can they now assault the vehicle? They were not locked in CC with the vehicle (as you can't be locked in CC with a vehicle) at the beginning of the assault phase?
Even if they aren't 'locked' into combat with a vehicle, but they could have still been 'engaged' (determined at the start of the assault before any blows are struck) with the vehicle which is all that matters.
